What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

What You’ll Be Doing
Under direction of the Finance Director, the 1670 Financial Systems Supervisor in the Department of Homelessness and Supportive Housing serves as the fiscal lead for the department’s $852M annual budget, including almost $50M in heavily regulated federal funding. This position also leads a team of accountants and account clerks in the performance of related work. The 1670 Financial Systems Supervisor participates in the implementation of accounting and fiscal procedures; makes recommendations for proper reporting and internal control; plans, directs, reviews the posting of accounting transactions; initiates, oversees and performs analyses in year-end closing activities; monitors departments overall financial position, monitors expenditure projections to actual; prepares and presents management with financial status reports; presents and explains accounting activity to financial and non-financial managers, co-workers and clients; leads in identification and preparation of functional processing and reporting requirements for financial processing and reporting systems; issues guidance and instructions to departments on accounting matters.

The position includes the following responsibilities:

  • Supervises, plans, directs, and coordinates workload and assignments for professional accounting, administrative and clerical staff. Assigns, manages, and evaluates fiscal accounting work including budget preparation, purchasing activities, payroll and general ledger analyses, accounts receivables, payables, grants, bonds, revenue, cost allocation, capital assets, expenditures, and other accounting activities.
  • Provides leadership, coordination, and a primary point of contact for internal and external auditors; develop and implement corrective action plans and progress reports across the department. Acts as fiscal liaison on grant-related audits including the Single Audit and Agreed Upon Procedures. Assist Finance Director to develop and implement internal controls to ensure fiduciary integrity and compliance with city/county, state, and federal fiscal, accounting, budgeting, and regulatory requirements.
  • Ensures grant application and allocation are consistent with federal and state requirements. Ensures proper accounting, auditing, system control and cash handling procedures over grant revenues and expense activities. Manages the timely billing of expenditures to federal, state, regional and local grantors to facilitate cash flow. Directs the completion of required financial status reports; directs the timely submission of the annual claim for operating assistance from the state.
  • Plans, directs, and performs analysis and reconciliation of fiscal and accounting records and reports from automated financial information systems. Reviews transactions to conform with existing fiscal and legal requirements.
  • Analyzes and interprets complex accounting procedures, prepares recommendations for their revision, participates in development and installation of accounting and fiscal procedures and methods.
  • Supervises staff in reviewing financial documents, accounting reports of receipts, disbursements and encumbrances affecting various funds and accounts to ensure conformance with budget and fiscal procedures, existing laws, ordinances, and other fiscal requirements.
  • Evaluates staff performance by setting goals, objectives while providing feedback. Identifies staff needs and recommends or provides appropriate training for professional growth and career development.
  • Initiates and maintains contact with key departmental staff and other parties in order to keep abreast of complex accounting and financial information.

Minimum Qualifications

Education
Possession of a baccalaureate degree from an accredited university or college with major course work in accounting, finance, business administration or a related field. Such education must include at least 12 semester units in accounting.

Experience
Eight (8) years of professional accounting or financial management experience with large, complex financial systems, preferably government, including analytical and problem solving work, performing difficult and responsible accounting and reporting tasks, preparing financial records and reports, and supervising staff; requiring three (3) years supervising a large unit of accountants, analysts, and support staff.

Substitution
Education Substitution: An associate degree in accounting and an additional two (2) years of professional accounting experience in computerized governmental financial systems may substitute for the required education. No substitution may be made for the 12 semester units in accounting.

Experience Substitution: A master's degree in accounting, business administration, computer science or closely related field may substitute for one (1) year of professional accounting experience.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation (Weight: 60%)
Applicants who achieve a passing score on the Supervisory Test Battery will be sent a Supplemental Questionnaire designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but not be limited to:

  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of governmental accounting
  • Knowledge of accounting and financial systems management techniques
  • Knowledge of system analysis and methodology
  • Ability to plan, assign, direct, supervise, and review accounting and systems support functions of a large staff

A passing score on the Supervisory Test Battery must be achieved and the Supplemental Questionnaire Evaluation must be completed in order to be placed/ranked on the Eligible List.

Tuberculosis Screening
Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate.
