The purpose of this examination announcement is to establish an eligible list for this classification.

 

This is a Position-Based Test conducted in accordance with CSC Rule 411A.

 

POSITION DESCRIPTION:

Under direction, the Senior Human Resources Analyst in the San Francisco Municipal Transportation Agency (SFMTA) Human Resources, Division Services Unit performs difficult and complex analysis and exercises sound problem-solving and decision-making abilities in all areas of HR operations and personnel administration including recruitment and selection, interpretation and application of applicable memorandum of understanding/collective bargaining agreements, and resolution of highly complex compensation-related issues.

 

The incumbent exercises independent judgment in interpreting, explaining, and enforcing CCSF Civil Service Rules, City Charter, and existing departmental human resource policies and procedures. This includes providing extensive counsel and guidance to department directors, managers, supervisors, division liaisons, and employees. The incumbent also serves as an important resource to the SFMTA by providing specialized, expert advice/counsel and strategic and tactical recommendations concerning HR operations and personnel administration related matters. Supervises, reviews, and directs the work of subordinate analysts or technical/clerical staff.

Examples of Important and Essential Duties:

  • Serves as the team leader in all apprenticeship hiring; works closely with the SFMTA Apprenticeship Manager, division liaisons and the Department of Human Resources (DHR) ApprenticeshipSF Program Manager on job posting; ensures proper position allocation and processing; monitors the interview and selection process; and coordinates all on-boarding activities and other logistics.
  • Prepares and/or reviews drafts of exempt, transfer, and reassignment announcements.
  • Conducts exempt recruitments including preparing job announcement, making regular contacts with applicants, reviewing employment applications to determine applicants’ eligibility based on minimum qualifications, consulting with and advising hiring managers on developing selection devices, interview questions and rating guidelines, coordinating and monitoring hiring and selection processes, and conducting pre-employment vetting including conducting education and/or employment verification and other new employee on-boarding activities.
  • Supervises and provides directions to subordinate analysts in the performance of professional human resources activities or to technical/clerical staff responsible in processing a variety of personnel transactions. Responsible for establishing and evaluating subordinates’ performance goals, providing feedback and training.
  • Serves as subject matter expert on all internal and external HR policies and procedures including training and mentoring subordinate analysts, other staff members, and division representatives. Responsible for carrying out, interpreting, explaining, and enforcing existing policies, methods, and procedures on personnel administrative matters.
  • Provides extensive strategic guidance, advice, and subject matter expertise to department directors, managers, supervisors, and employees to ensure all hiring is in compliance with department, City, and Civil Service rules and policies.
  • Serves as a leading resource on salary placements/adjustments including Appointment Above Entrance Rate and MTA Management (MTAM) Salary Placement. Interprets and applies provisions outlined in Collective Bargaining Agreements and Memorandum of Understanding (MOU).
  • Develops PowerPoint presentations, written materials/references and provides trainings to departmental directors, managers, supervisors, division liaisons and employees on hiring processes, Civil Services rules and other HR policies and procedures.
  • Reviews, analyzes and responds to requests for information from departmental representatives, labor organizations, directors, managers/supervisors, employees, applicants, other departments/agencies and the general public; interprets and explains personnel rules and policies; investigates and responds to complex allegations/complaints of unfair employment practices; and represents employing department on personnel matters before boards and commissions and in meetings with other City departments.
  • Performs special projects involving planning, research, development or implementation of a technical phase of personnel administration
  • Prepares various memoranda, correspondence, records, and detailed reports with recommendations when appropriate.
  • May assist in managing internal position inventory including participating in the fiscal ASO reconciliation process.
  • May serve as the technical lead on the department layoff team. Responsible for researching, compiling, providing, and analyzing layoff-related data. Reviews and audits all layoff results to ensure compliance and accuracy.
  • Performs other related duties and responsibilities as assigned.

Desirable Qualifications:

  • Possession of a baccalaureate degree with major course work in Human Resources Management, Business Administration, Public Administration, Psychology or a field closely related to Human Resources functions.
  • Supervisory experience and/or serving as a team leader in Human Resources related functions. 
  • At least four (4) years of experience in Human Resources Operations.
  • At least two (2) years of working experience in recruitment and hiring coordination, classification, and/or examinations.
  • At least one (1) year experience in developing selection devices, interview questions and rating guidelines.
  • Extensive working experience using Applicant Tracking Systems (example: JobAps) and PeopleSoft software.
  • Experience working in a large, high volume, fast-paced, complex and cross-functional organization/agency.   
  • Ability to analyze and make logical and independent decisions, and provide recommendations for decision based on detailed research and analysis.
  • Excellent judgment in handling confidential personnel issues appropriately and sensitively.
  • Attentiveness and meticulous.
  • Ability to positively face difficult situations, challenges and handle stress.
  • Ability to meet constantly changing deadlines; juggle multiple and high-volume competing priorities/assignments simultaneously.
  • Working knowledge of the City and County of San Francisco (CCSF) Civil Service Rules in relation to eligible list, certifications/referrals, appointments and separations.
  • Knowledge of Collective Bargaining Agreements (CBA) and Memoranda of Understanding (MOU).
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to work independently and be a team player.
  • High proficiency in Microsoft applications such as Word, Excel, Access, PowerPoint and Outlook.

MINIMUM QUALIFICATIONS:

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

 

Substitution:

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

 

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

 

Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

 

NOTE: One year of work experience is equivalent 2000 hours.

SELECTION PROCEDURE:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

 

Written Core Examination (Weight 100%): Candidates who meet the minimum qualifications will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include, but not be limited to;

 

• Ability to analyze, evaluate and interpret data and information, including the ability to exercise good judgment when evaluating data and information

• Ability to read, comprehend, interpret and/or apply written information, rules, procedures, regulations, etc.   

• Basic knowledge of, and the ability to apply policies, rules, and laws relating to recruitment and hiring processes, Civil Rights Act Title VII, EEO laws, and ADA

• Basic knowledge of, and the ability to apply principles, techniques, procedures and practices relating to job analyses, position classification, valid selection procedures and research, including the ability to perform mathematical calculations associated with these activities

 

A passing score must be achieved on the Written Core Examination.

 

These are standardized examinations and, therefore, test questions and test answers are not available for public inspection or review. The examinations may contain additional items for the purpose of pre-testing items.  These pre-test items are not scored. Pre-testing allows performance data to be gathered and evaluated before items become scored in an examination.  These pre-test items distributed throughout the examination, WILL NOT be counted for or against you in your score, and will not be identified. 

 

Your passing score for the Written Core Examination will be valid and "banked" for three years, starting from the date of the examination.  This means that, during this three-year time period, you will not be required to re-take this test.  If the selection process for the future announcement is held within one year of the date of this examination and it includes the core exam your score will be automatically applied to that announcement.  However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test.  Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the core test is used.  Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

DATE(S) OF EXAMINATION: Only those applicants meeting the Minimum Qualifications will be notified of the exact date, time and place to report to the examination.

 

CERTIFICATION RULE:

The certification rule used for the eligible list resulting from this selection process will be the Rule of Ten Scores.  The hiring department may conduct additional selection processes to make final hiring decisions.

 

ELIGIBLE LIST:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission.

 

The duration of the eligible list resulting from this examination process will be of six (6) months, may be extended with the approval of the Director of Transportation.

 

Pursuant to Civil Service Rule 411A.27.5, the Director of Transportation may approve the use of an eligible list established under this Rule 411A Position-Based Testing Program for permanent civil service appointments to other positions in the same or similar classes in the MTA or other City departments.

Disaster Service Workers
