POSITION DESCRIPTION: Under general directions, this position will work with San Francisco Public Works Information Technology Division to serve as the top authority in one or more related specialties for enhancing and supporting complex solutions within the Department. The essential functions of this class include:  

  • Manage complex solutions; design, plan, and analyze new or existing solutions for meeting users' business needs by gathering requirements and other information and recommend modifications or develop enhancements to solutions;
  • Monitor technical design in relation to solutions changes/goodness of fit to requirements; maintain system documentation;
  • Optimize solution designs through review and analysis of user needs; customize solutions through design and administration;
  • Provide advice on the functionality of new programs and compatibility of modifications to ensure user needs are met;
  • Coordinate solution related activities with other departments for multi-departmental solution projects;
  • Coordinate and/or attend project team meetings and user meetings;
  • Collect Business Requirements, process interviews, and data architecture;
  • Review architecture design, solution integration, data flow, and documentation;
  • Review data processing and workflow needs in order to identify efficiencies by better using existing technology and/ or new technology, include tablets and other mobile technology, along with accompanying workflow/human changes;
  • Organize the collaborative development of business requirements and specifications for the enhancement/new technologies and workflow as well as ensure appropriate levels of agreement and sign-off; manages relationship with IT staff to develop/amend programs that would facilities activities of the organization;
  • Serve as business lead for organization-wide that impact several sections, including: project timeline, kick-off meetings, approvals, follow through, implementation, debriefs, training documentation, continuous improvement, reporting, hand-off, must be able to work on multiple projects at one time;
  • Supervise the technical/analytic support for software applications [data processing, reports, trouble shooting, vendor communication] in order for successful and complete utilization of technology;
  • Monitors business processes by tracking performance, resolving problems, publishing progress reports, recommending improvement actions;
  • Maintains business protocols by capturing and updating policies;
  • Oversee procedure manuals, training documents and requirements documentation in user friendly format to ease organization's adoption to the new technology;
  • Contributes to team effort by accomplishing related results as needed;
  • Monitor work products throughout the project lifecycle;
  • Conduct and perform related duties as required;
  • Own develop, and execute product vision, strategy, and road map; iterate to ensure customer needs are met and that the product remains competitive from both cost and user experience perspectives;  
  • Lead development and new features from concept to growth through the entire product development life-cycle- research to ideation and prototyping to measure and iterating; 
  • Lead research, testing, metrics analysis, data insights and experimentation to drive informed decisions;
  • Understand customer pain points, assist in defining solutions and bring them to production.  


Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.


Desired Qualifications:The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience in Systems Analysis, Design and Development
  • Experience with databases  
  • Knowledge of developing Web-enabled applications 
  • Professional IS Business Analyst work experience in Public Sector [Government or Nonprofit]
  • Experience in the roles of business analysis, system analysis, requirements analysis or management, process improvement, and consulting
  • Knowledge and understanding of the Software Development Life Cycle, including Build & Release Management
  • Manage project team activities with a proven track record implementing significant automated systems
  • Experience in supervising analytical, methodical and resourceful approach to problem-solving, identifying and commenting root causes and corrective actions to meet short-term and long-term business and system requirements
  • Experience in control organizational, administrative and procedural problems, conceptualize and recommend application of technology to resolve these problems, and explaining the issues to non-technical client personnel
  • Strong oral and written communications skills
  • Experience in analytical thinking and problem solving
  • Experience in client service orientation
  • ITIL Foundations Certification 
  • Strong project management, leadership, training and support skills 
  • Strong analytical skills solving customer problems with an ability to distill insights into the right product answer

Selection Procedures

Minimum Qualification Supplemental Questionnaire (MQSQ - Weight: Qualifying)

Applicants will be prompted to complete a supplemental questionnaire as part of the online employment application. It is essential that applicants provide complete information in identifying their education, experience, training and/or licensure, consistent with the information provided on their application. The supplemental questionnaire will be used to evaluate whether applicants meet the minimum qualifications for this position. Applicants must also complete the official application. The information in the supplemental questionnaire will not be scored and is collected for informational purposes.

Supplemental Questionnaire Evaluation Examination: (Weight: 100%)

Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire Evaluation Examination to complete and return. The Supplemental Questionnaire Evaluation Examination is designed to measure the knowledge skills and/or abilities in job-related areas required for the position which may include but not limited to knowledge of requirements, practices, and techniques of project management, functional requirements, project cost estimating, systems development life cycle, business applications development; Knowledge of managing and directing a group of workers, including the ability to provide counseling and mediation, persuade convince and train others; Ability to communicate effectively orally and writing; Communicate clear expectations to subordinate and motivate them to perform effectively; Ability to establish and maintain good working relations with department personnel, staff, vendors, peers and management; Knowledge of understanding and learn a variety of business procedures and processes, exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of a program or multiple programs; Ability to use logic analysis to decide the time, place and sequence of operations within an organizational framework, as well as the ability to oversee their execution; Ability to read and understand professional journals and literature, coordinate highly technical procedures and complex reporting requirements; Ability to design complex, reports, prioritize competing request for service; conduct cost/benefit; Ability to prepare technical specifications; produce complex reports; Knowledge of developing new approaches and solutions outside of existing theories and principles, engage in high level consulting.Candidates will be placed on the eligible list in rank order according to their final passing score.  

The Supplemental Questionnaire Evaluations Examination will be rated and scored. A passing score must be achieved on the Supplemental Questionnaire Evaluation Examination component in order to be ranked on the eligible list. Candidate scores on this examination may also be applied to other announcement involving other job titles, when directed by the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of  6 months and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History
