Under general direction of the Water Supply and Treatment Division (WSTD) GIS Manager, the GIS Sr. Business Analyst position provides high level technical expertise for the completion of major GIS projects within WSTD. This position takes a lead role in all of GIS systems development and ongoing administration functions including the following: needs analysis, cost-benefit analysis, structured systems analysis, feasibility analysis, technology and software assessment, project planning and management, system installation, implementation and testing, technical and procedural documentation, user training, and post-implementation assessment and administration, procuring software and hardware, managing GIS projects including the designing and deploying of applications, maintaining and updating WSTDs database, incorporating data from various sources, publishing data into desktop and mobile applications.
Maintain and update WSTDs database, incorporating data from various sources and publishing this data into desktop and mobile applications to ensure continuous support to current mission critical programs such as pipeline inspection, underground service alert (USA), emergency response and asset management.
Purchase equipment, obtain software, help develop policies and procedures, and train end users.
Manage GIS software integration projects to expand end user access to GIS, by integrating the ESRI based GIS systems with other enterprise systems and making GIS data available on desktop and mobile devices. These systems include Maximo Asset Management and SharePoint Document Management System.
Perform GIS analysis and create GIS products using ESRI based software.
Incorporate data in a variety of data formats including .dwg, .kml, and ESRI geodatabases to develop products for use on multiple platforms including ArcGIS Online, Portal for ArcGIS, ArcGIS Server and Google Earth.
Create scripts/models to automate the process of converting data layers from ESRI geodatabase format to .kml for display in Google Earth.
Provide GIS base mapping for WST projects when needed. This includes making posters, slides, etc.
Publish map services and create web maps using ESRI ArcGIS server and ArcGIS Online to be used on desktop and mobile applications.
Design, deploy and maintain mobile GIS applications for use on phones and tablets, on both Android and IOS operating systems, for both viewing and collecting GIS data, to support field staff and mission critical programs.
Maintain and update Google Earth based GIS data viewer.
Create and maintain datasets for use in Innovyze InfoWater Hydraulic Model.

Nature of Work Full-time, usually Monday through Friday, 8:00 am to 5:00 pm. However, this position will require applicant to be available to work weekends and holidays whenever necessary.

If you are interested in a job like this, we are looking for people that have the following:
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND
Experience: Three (3) years of experience in the geographic information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management; AND
Special condition: Three (3) years of recent and verifiable experience with ArcGIS suite of tools including ArcGIS Desktop and extensions, ArcCatalog, ArcSDE/ ArcGIS Server and ArcGIS Online.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Note: One year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
Possession of a baccalaureate degree from an accredited college or university in GIS, Geography, Earth Science, Natural Resources, Engineering, Computer Science or a related with major coursework in geographic information systems
Extensive experience with ArcGIS suite of tools including ArcGIS Desktop and extensions, ArcCatalog, ArcSDE/ ArcGIS Server and ArcGIS Online.
Experience working with GIS for a water utility.

Minimum Qualifications Supplemental Questionnaire (MQSQ - Qualifying)
Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process. Supplemental Questionnaire Examination (100%)

Certification Rule: The certification rule for the ranked eligible lists resulting from this examination will be Rule of 7 Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
