Position Description
Under general direction, the IS Business Analyst oversees most if not all of the various responsibilities in the research, design, development, mapping, and integration of data, application and solutions of the Airport’s enterprise Geographic Information System (GIS).  This includes but is not limited to: performing cost-benefit and spatial data analyses, field data collection and maintenance, data formatting and conversion, 3D modeling, mobile and interactive technology deployment, application programming, project planning and management, application and system implementation and testing, technical documentation and presentation, user training and post-implementation assessment and administration.

This position will perform and review highly technical and complex work involving research, development, analysis, evaluation, planning, designing, integration, testing, programming, mapping, implementation, maintenance, troubleshooting and enhancement of airport's enterprise geographic information, systems and networks.

The essential functions of this position include:

  • Develop customized geospatial and mapping solutions, GIS (Geographic Information System) applications and tools for specific business objectives.
  • Integrate GIS applications and data with other Airports’ systems and applications. 
  • Interpret and transform 2D data source (ex. CAD) into 3D GIS models.
  • Conceptualize and create complex 3D GIS models with custom features.
  • Research and develop GIS specific mobile technology in a user-friendly, accessible and efficient manner.
  • Design and publish interactive GIS web maps connected to the enterprise database for real-time data access, collection and analysis.
  • Perform systematic collection and maintenance of airport data in SFO GIS.
  • Perform spatial analysis such as data trending, space planning, emergency response management, maintenance forecast, etc. using GIS technology.
  • Perform technical manipulation, customization and production of geospatial imageries and mapbooks for airport wide distribution and specific operational needs. 
  • Research and evaluate spatial and navigational software, in addition to data configuration hardware and software on multiple platforms.
  • Research, develop and deploy new GIS technologies to support future data integration. 
  • Perform user group demonstration and user group training on GIS application and data maintenance work flow processes.
  • Coordinate with both internal and external users and requestors in respond to GIS online and project requests.
  • Prepare procedural documentation such as data workflow processes, data maintenance guide, GIS and CAD standards, etc.
  • Conduct database systems analysis and designs; may perform data normalization tasks; assist in the development of relational databases; assist in performance of data conversion tasks and maintenance of data dictionaries.
  • Conduct feasibility studies; evaluate vendor products; make recommendations based on user requirements and systems analysis to ensure adequate planning.
  • Monitor the maintenance and enhancement of complex computer and spatial technologies to ensure proper functionality; provide training and technical support for both hardware and software.
  • Create and generate reports and statistics to meet user and program requirements; interface with other departments, jurisdictions and users on regulations and reporting requests.
  • Perform related duties and responsibilities as required. 

Working Conditions
Essential duties require the following physical skills and work requirements: sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment; hand/eye coordination for semi-skilled movements, such as taking apart casings, installing parts and reconnecting computers and for performing data entry. May involve extensive VDT exposure.

Minimum Qualifications

Education
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience
One (1) year of verifiable experience in the information systems field, including programming and system analysis or closely related experience that demonstrates the knowledge and ability to assume responsibility for most if not all of the system development cycle of which one (1) year of verifiable and recent experience must be in GIS using ESRI products (ArcGIS Pro, Online, Portal, Server, Map, in addition to GeoCortex and FME) performing analysis, design, development, testing, implementation and production support for GIS applications and experience in GIS using AutoCAD products (Civil 3D, Map 3D, MUNSYS AutoCAD Architecture).

Substitution
Education substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Experience in Transportation Industry.
  • Experience in Aviation Industry.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation: (Weight: 100%)
Candidates will be prompted to complete a Supplemental Questionnaire that must be submitted during the online application process.  The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities in job-related areas, which may be include, but not be limited to the items listed below. 

Knowledge of: electronic data processing and its applications; functional requirements, structured systems or procedures analysis; business applications development; common operating systems; and network environments.

Ability to: communicate effectively both orally and in writing; establish and maintain good working relations with department personnel, staff, vendors, peers, and management; understand and learn a variety of business procedures and processes; use logic and analysis to solve computer and systems problems; translate functional requirements into technical specifications; analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards; advise and provide interpretation to others on how to apply policies, procedures and standards to specific situations; and exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.

All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process. 

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be three months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City. If you are selected as a finalist, the hiring department will contact you to schedule a fingerprinting appointment.

Disaster Service Workers
