This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.
The current position is located at the San Francisco Recreation and Park Department (RPD). The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

As part of the Recreation & Park Department’s Capital and Planning team, the 1052 IS Business Analyst under the general direction of the Capital Finance Manager oversees various parts of technology and software assessment, telecommunication needs analysis, system installation, implementation, testing and conversion to production status; technical and procedural documentation, user training, and post-implementation assessment and administration with a moderately complex system.
ESSENTIAL DUTIES, RESPONSIBILITIES AND JOB FUNCTIONS INCLUDE:
Assess and optimize system designs through review and analysis of user needs, customizing systems through system design and administration to meet the changing business needs of the users
Analysis of user needs; build data architecture; develop database; perform data conversion and normalization tasks on data imported from FSP for accessing, viewing, inputting, querying, and outputting Capital Financial, Scheduling and Project data
Write queries, views and stored procedures to update database tables and to create temporary business tables for analysis
Create and generate finance and project reports; developing dashboards of reports for capital and planning management team
Facilitate data analysis and communication between FSP, TMA, and VFA.Facility databases for updates, reports, maps, and applications.
Provide technical assistance to all users for IMPACT Team (Construction document management tool)
Conduct user training
Troubleshoot hardware/software problems on site and remotely
Install and maintain software; facilitate communication between clients and vendors regarding system maintenance issues, perform non-routine adds, moves and changes as needed
Update department project web pages, blogs and capital publications
Perform related duties and responsibilities, as assigned
The ideal candidate will be someone who enjoys wearing many hats. They will be capable of solving issues by approaching problems from many different angles and is comfortable working with a technologically varied user base.
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.
In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for this position, applicants must meet the following Special Conditions, which may be gained concurrently to the experience requirement indicated above:
- 1 year of LAN Administration Experience
- 1 year of SQL Server Database Applications Experience
- 1 year of Windows Desktop and Client Server Experience
The above minimum qualifications reflect special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):

Training & Experience Evaluation (Weight: 100%):
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. Certification Rule: The certification rule for the eligible list resulting from this examination will be Rule of Ten. The hiring department may conduct additional selection processes to make final hiring decisions.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
