Under direction of the Assistant General Manager of Infrastructure and the Deputy General Manager, the Director of Infrastructure Development Services at SFPUC will be responsible for managing SFPUC efforts related to new developments in San Francisco (including residential, commercial, and large-scale master planned development projects), from pre-entitlement through acceptance of new infrastructure. This role will direct internal cross-divisional infrastructure planning, design review, and acceptance processes related to new water, power, and wastewater infrastructure associated with new developments in San Francisco, as well as manage the external infrastructure coordination process for major development projects with multi-jurisdictional infrastructure. This position will also serve as a liaison with Infrastructure/ capital projects to ensure that SFPUC projects are coordinated and aligned with the developer-initiated projects.
· Manage internal cross divisional infrastructure planning, design review, and acceptance processes related to new water (including Emergency Firefighting Water System assets), wastewater, stormwater and power infrastructure associated with new developments in San Francisco
· Manage infrastructure development and coordination process for major development projects in San Francisco with other governmental agencies and developers including but not limited to SF Office of Community Investment and Infrastructure (SF OCII), SF Public Works, and SF Port and SFMTA.
· Oversee and manage resolution of technical issues and recommend policies in SFPUC to support design, construction and acquisition of new water, wastewater, stormwater, and power infrastructure. Serve as the primary point of contact for SFPUC, with developers and other governmental agencies for all water, wastewater, stormwater and infrastructure and building development in San Francisco
· Negotiate development agreements that identify water, wastewater, stormwater and power infrastructure in public right-of-way, or negotiated easements, that ultimately become SFPUC assets, to provide utility services to new private residential and commercial property owners.
· Negotiate cost reimbursement MOUs in coordination with SF OCII and other city agencies for SFPUC efforts to review housing/commercial development (land use) proposals, designs, and construction that require new water, wastewater, stormwater and power utilities, much of which will become SFPUC assets to be operated and maintained. Develop invoicing strategy such that SFPUC can be reimbursed in a timely manner.
· Inform executive management of progress of negotiations, status of the various housing and commercial developments, and advise them of necessary proposed actions by the Deputy General Manager and/or General Manager.
· Coordinate and ensure PUC Commission approvals for development agreements/projects where SFPUC will either build or acquire new infrastructure.
· Serve as a liaison with SFPUC Infrastructure Division on SFPUC capital projects to ensure the developer-initiated projects are coordinated and aligned with SFPUC capital projects.
· Represent the SFPUC at regular meetings with the Mayor’s Office, Public Works, City Planning, etc., to discuss/coordinate approach to land development, including considerations for construction sequencing, street closures, etc. at large developments for housing and commercial use such as Pier 70.

Compensation and Benefits
The Director of Infrastructure Development Services, SFPUC will be compensated within an annual salary range of $143,806.00-$183,586.00 annually. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.
The City also provides an excellent benefits package, including:
Retirement – Through the San Francisco Employee Retirement System (SFERS) a defined-benefit retirement is provided under the “2.3% at 62” miscellaneous employees’ formula.
Life Insurance – Life insurance is provided in the amount of $50,000.
Benefits – Eligible Municipal Executives may enroll themselves and eligible family members in medical, dental, and vision benefits.
Executive Leave and Vacation – Five days of paid executive leave and five ‘floating holidays’ are provided annually.
Vacation days are accrued at increasing rates starting with ten days annually in the first five years of continuous service, rising to twenty days annually after completing fifteen years of continuous service.
Legal Holidays – Eleven (11) paid legal holidays per year.
Sick Leave – Thirteen (13) days annually.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement.
