This is a Position Based Test (PBT) conducted in accordance with Civil Service Rule 111A  

The 0932 - Director of Office of Coordinated Care will report to the 0941 - Director of Managed Care and is responsible for direct Behavioral Health Services (BHS) planning related to access and flow.  This position is responsible for planning, monitoring, evaluating, and supervising the overall operations of the Office of Coordinated Care, a division of Behavioral Health Services (BHS). This position is responsible for overseeing BHS access operations and system improvement opportunities and will oversee management of the Behavioral Health Access Center; 24/7 Access Line; Member Services and Eligibility; Lanterman Petris Short (LPS) Conservatorship services; and Consultation and Linkage Services. 

Work Location: Behavioral Health Access Center (BHAC), 1380 Howard Street, San Francisco, CA 94103 

Work Hours: 8:30 am to 5 pm, Monday through Friday. Possible nights and weekends due to emergencies.

The essential job functions include but are not limited to the following: 

  • Plans, monitors, evaluates, and supervises the operation of the Office of Coordinated Care, a division of Behavioral Health Services (BHS). 
  • Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operations of the division; Ensures compliance with legislation and regulatory requirements. 
  • Monitors the work of and coaches subordinates to improve performance. 
  • Oversees the management and overall operations of the Behavioral Health Access Center; 24/7 Access Line; Member Services and Eligibility; Lanterman Petris Short (LPS) Conservatorship services; and Consultation and Linkage Services. 
  • Communicates regularly with executive-level management regarding Office of Coordinated Care activities and coordinates efforts with other City departments in addressing the needs of the City and County of San Francisco.  
  • Serves as the Project Lead for Mental Health San Francisco’s Mental Health Service Center planning and implementation activities. 
  • Maintains partnerships with Quality Management, Communications Manager, and the Equity Director in order to establish member services. 
  • Direct the allocation of budgetary resources to achieve timely outcomes and measurable goals within budget; monitor expenditures. 
  • Represents the City and County of San Francisco at meetings and maintain relationships with internal and external stakeholders; 
  • Acts as liaison with other work units across DPH and the SF Mental Health Plan to ensure consistency in policies and procedures related to patient placement, including utilization management. 
The 0932 – Director of Office of Coordinated Care also performs related duties as required. 

Compensation and Benefits: The normal annual salary range is $138,736.00 to $177,060.00. Appointment above the maximum of the normal range, may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Minimum Qualifications

If you are interested in a job like this, we are looking for people that have the following:

1. Education: Bachelor’s degree from an accredited college or university, preferably in a field related to behavioral health, public health, public administration or a related field; AND

2. Experience: Five (5) years of professional and management experience in healthcare of which three (3) years must include experience supervising professionals.

Substitution: Applicants may substitute up to two (2) years of the required education with additional qualifying experience. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualification:

  • Possession of one of the following licenses:
    • Licensed Clinical Social Worker (LCSW);
    • Licensed Marriage and Family Therapist (LMFT); 
    • Licensed Professional Clinical Counselor (LPCC);
    • Licensed Psychologist (PsyD).  
One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):  Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications. 

Training and Experience Evaluation (Weight: 60%): Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application. The Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position and to measure knowledge, skills and/or abilities (KSAs) in job-related areas that have been identified as critical for satisfactory performance in this position.

These KSA areas include knowledge and ability to: execute program planning, program development, and evaluation as applied to behavioral health in a multicultural environment serving culturally diverse communities; comply with State and Federal legislation and regulatory requirements; understand program evaluation theory and design methodology, qualitative and quantitative data analytic skills, and quality improvement models and tools. ; understand services that target and effectively meet the needs of patients with behavioral health disorders; manage, supervise, train, and coordinate complex functional areas of responsibilities and groups of employees.

All relevant experience, education and/or training must be on the application in order to be reviewed in the scoring process. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. Candidates will be placed on the eligible list in rank order according to their final score on the Supplemental Questionnaire. The department may administer additional position-specific selection procedures to make final hiring decisions.

Management Test Battery: (Weight: 40%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of List Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. 

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 6 months and may be extended with the approval of the Human Resources Director.

Conviction History

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
