The Deputy Communications Director, Operations will be responsible for coordinating, developing and implementing the communications, marketing and media strategies to support the SFPUC's priority projects and programs as it pertains to rates, water programs/projects and other areas.
Essential duties include:
· Manage a team of communications professionals, consultants and other staff responsible for designing and preparing communications materials and implementing outreach activities, including Events and Community Engagement; Internal Communications; and Tech and Multi-Media activities
· Develop and implement comprehensive communications plans for Water Enterprise, Rates, and Education Initiatives
· Research, prepare, and edit technical documents for publication, including technical manuals, training materials, Commission meeting materials and reports
· Write creatively for agency publications and press releases
· Interact with the press on a variety of SFPUC topic areas and serve as a media spokesperson as needed and/or prepare senior staff for interviews/presentations
· Develop appropriate messages, strategies, and innovative practices for priority projects and programs
· Develop and implement crisis communications strategies
· Coordinate advertising and marketing initiatives for priority programs in the Water Enterprise or for rates and other education initiatives
Nature of Work: May be required to work nights and/or weekends.

Oral Communications refers to the ability to express information, ideas or facts to individuals or groups effectively, makes clear and convincing oral presentations, listens to others, attends to non-verbal cues and respond appropriately.
Written communication refers to the ability to prepare comprehensive technical reports, memoranda and analytical summaries.
Compensation and Benefits: The normal annual salary range is $111,878 to $142,766. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. 1. Possession of a baccalaureate degree from an accredited university or college in English, Journalism, Liberal Arts, Communications, Marketing, Professional Writing, Technical Writing, Linguistics, or a closely related field; AND
2. Three (3) years of professional experience in communications or media relations, working in a public or private sector within a diverse community; AND
3. Possession of a current valid Driver’s License
Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis; One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units. - Proven experience as supervisor or relevant role Proven experience with Salesforce, design tools such as Adobe Photoshop and InDesign, as well as the Microsoft Office suite of products
- Bilingual Spanish and/or Chinese
- Extensive experience managing an Internal Communications portfolio

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Supplemental Questionnaire (Weight - 50%)
Applicants will be prompted to complete the Supplemental Questionnaire that must be submitted during the online application process. The Supplemental Questionnaire has been designed to measure the knowledge, skills and/or abilities in job-related areas required for the Deputy Communications Director, Operations position. Candidates will be ranked on the eligible list based on the scores received on the Basic Supervisory Exam and Supplemental Questionnaire.
Candidates must achieve a passing score on all components of the selection procedure to be placed on the eligible list.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
