About Us
The San Francisco Recreation and Park Department (RPD) manages and maintains more than 220 parks, playgrounds and open spaces in the city, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 24 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department's responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts and Lake Merced.

Position Description
Under direction of the Superintendent of Parks and Open Spaces, the 0922 Park Services Manager provides support and oversight of public parklands, natural resources and park services managed by RPD; leads and provides first-line management of an assigned Park Services Area; directs and oversees the planning and organization of a broad range of park services and management of natural resources such as soil, water, vegetation and wildlife; provides direct management of the care, restoration and maintenance of parks, open spaces, landscapes, grounds and supporting facilities and amenities; provides leadership in developing, carrying out, communicating and enforcing policies and procedures in connection with park services and management of public parkland and open space; and coordinates appropriate services within a park, including capital projects, stewardship, and rehabilitation and restoration of natural resources.

Essential Duties
The 0922 Park Services Manager:

   1. Manages a Park Services Area, providing oversight of public parklands, facilities, recreational activities and events;

   2. Recruits, trains and supervises Park Section Supervisors, Gardeners, Gardener Apprentices, Integrated Pest Management Specialists, Volunteer / Outreach Coordinators, Custodial Supervisors, Assistant Custodial Supervisors, Custodians, Public Service Trainees, interns and volunteers; and develops and implements work plans, and evaluates performance;

   3. Provides direct management and supervisory oversight to the creation, care, design, restoration and maintenance of parks, athletic facilities, open spaces, natural habitats and ecosystems, landscapes, grounds and supporting facilities and amenities;

   4. Provides leadership in developing, carrying out, communicating and enforcing policies and procedures;

   5. Works with Project Managers on capital projects, which may involve instructing, monitoring, evaluating, and reviewing the work of outside designers and contractors;

   6. Leads collaborative efforts with community stakeholders and provides support to partner organizations to further the stewardship of the City's parks and open spaces;

   7. Conducts problem-solving requiring analysis of issues that may result in deviations from routine processes, integration of new technology, and/or acquisition of additional resources; and 

   8. Coordinates park operations with property management, concessions and events.

 

 

Minimum Qualifications

   1. A Bachelor of Art or Science Degree in Horticulture, Agronomy, Botany, Landscape Architecture, or related field; AND

   2. Five (5) years of professional experience in the care and maintenance of landscaped grounds, sport fields, and/or golf courses, two years of which must include supervisory experience.

Educational Substitution
Professional experience in the care of maintenance of landscaped grounds, sport fields, and/or golf courses may substitute for the non-supervisory experience on a year-for-year basis.

Desired Qualifications
   1. Extensive professional experience working in a public parkland environment;

   2. Master’s degree in horticulture, regenerative studies, agronomy, horticulture, botany, landscape architecture or related fields;
   3. Possession of current certifications in irrigation systems design, maintenance and auditing;
   4. Proven track record for restoration and renovation of public parks, landscapes, or sport fields;
   5. Comprehensive knowledge of and experience in performance management;
   6. Knowledge of the principles and practices of capital project management; AND
   7. Highly developed ability to communicate effectively both orally and in writing to diverse audiences.

Selection Procedures

Supervisory Test Battery (Weight 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery (STB) will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the STB. The STB may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the STB, your score will be automatically applied to that announcement, however, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the STB. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the STB is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Training and Experience Evaluation (Weight 60%)
Upon application, candidates will be prompted to complete a Supplemental Questionnaire which comprises a Training and Experience evaluation (T&E). For those who have passed the STB, the T&E weighted score will be incorporated to help determine relative knowledge, skills, and abilities in job related areas which may include but are not limited to (1) knowledge of: (a) human resources administration in the public sector, including how unions affect processes and outcomes of human resources goals; (b) public parkland operations, including landscaping, maintenance and safety; (c) budget preparation, administration and control; (d) laws, rules, regulations and enforcement procedures related to public parkland and facilities; AND (2) skill and ability to: (a) use computer applications and technical innovation to achieve management goals; (b) communicate effectively orally and in writing, maintain operating records and draft reports, correspondence and recommendations; (c) plan, manage and evaluate recreational services with a focus on delivering high-quality, fun and safe experiences to the public; (d) develop and sustain partnerships with the public; (e) interpret, coordinate and enforce policies and procedures; (f) represent the Department at community meetings, government agencies, committees, councils, commissions, and Board of Supervisors; (g) prioritize a demanding workload and manage multiple projects; (h) conduct research, determine training needs, produce training materials, select training techniques, and instruct on valid subject matter; and (i) analyze problems to produce tactical and strategic solutions.

Certification
The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.

Notes
