Under general direction, the 3634 Librarian III is responsible for managing complex or multiple operations or programs. The essential functions of the classification include:

  • Managing and supervising the operations of a group of libraries, library programs, service units or other functional units; coordinating with staff, to ensure physical maintenance, security, staffing, budgeting, and responding to emergency situations; participating with confidentiality in an administrative capacity as needed. May serve as a representative of a division as necessary
  • Planning, coordinating, assigning and supervising, through subordinate supervisors, the work of library staff; providing direction, support, training and evaluation; assisting staff in resolving questions and problems; ensuring that staff is provided initial and ongoing training, making recommendations regarding the selection of applicants, and interpreting and applying relevant policies and procedures related to personnel management
  • Managing, supervising and providing information and direction on the use of print, non-print, and electronic resources, such as the on-line catalog, Internet, databases and platforms to promote effective and efficient use of the library
  • Managing and supervising the interpretation of library policy and priorities to staff and the public, responding to inquiries, suggestions and concerns and recommending new procedures, guidelines or policies to appropriate supervisor
  • Managing, supervising and performing reference work by conducting reference interviews, analyzing and clarifying needs, providing readers advisory, and conducting or referring patrons to on-line searches
  • Managing and supervising the planning and coordination of programming, training and exhibits by collaborating with staff, community leaders, educators and diverse community groups
  • Making presentations to internal and external stakeholders and acting as a consultant in specific library fields of expertise to promote the use of and interest in the public library system
  • Coordinating and overseeing the activities of staff assigned to the selection, acquisition, cataloging, processing, receiving and/or preservation of library materials. Evaluating sources for purchase of library materials
  • Contributing to policy formulation and implementation by chairing/participating in committees and coordinating special cooperative projects to review and establish procedures; implementing library systems/programs and providing management for change
  • Overseeing the management of collections in accordance with the San Francisco Public Library Collection Development Plan including collection assessment, selection/deselection and maintenance to meet the needs of the community
  • Managing and promoting the development of positive community relations by performing outreach, developing and maintaining strategic partnerships and working relationships, conducting presentations for community groups/schools and other stakeholders, and representing the library in the community
  • Overseeing, preparing, or managing budgets by determining unit or division needs; reviewing expenditures, and making annual recommendations to the division chief
  • Conducting business with vendors; working with Finance and other city departments on contracts and purchase orders
  • Communicating effectively in writing (including, but not limited to social media) with internal and external stakeholders
  • Communicating verbally in a clear, concise and effective manner, with staff, the general public, local media, community organizations and administration in order to provide information regarding library operations
  • Resolving concerns effectively with supervisors, staff, and the public to resolve concerns

Minimum Qualifications

1. Possession of a Master's Degree in library and information studies (e.g. MLS/MLIS) from a college or university program accredited by the American Library Association (verification/proof of education is required at time of filing application);

AND

2. Four (4) years of experience as a professional librarian, including at least two (2) years supervising other professional librarians (verification/proof of experience is required at time of filing application).

Special Conditions:
1. Some positions require fluency in a variety of languages depending upon the department's bilingual needs. Eligibles who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.

2. Some positions require 12 months (2,000 hours) of verifiable experience performing the duties of a Children’s and Youth Services Librarian.

Some positions in this class are subject to irregular work schedules and may require evening and/or weekend work; and require constant public contact. Positions in this classification may be required to work at various locations within the Library system.

Verification:

Verification of qualifying experience must be on the employer’s letterhead, show the applicant’s name, dates of service, job title(s), duties actually performed for each position, and must be signed by the employer. If the qualifying experience was performed on a part-time or as-needed basis, the total number of hours worked or average hours worked per week must also be included. Qualifying experience may be verified by performance evaluations showing duties performed. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules.

**Verification of library experience gained by employees working for the San Francisco Public Library will be automatically verified by a review of the Human Resources Information System data. If you are employed by the San Francisco Public Library, you do not need to submit experience verification, however, if you have other qualifying experience from another library that you are using to meet minimum qualifications, you do need to submit verification documents to support the outside work experiencePlease note, current San Francisco Public Library employees must still submit verification of qualifying education.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery in order to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Behavioral Consistency Questionnaire (Weight: 60%): Qualified candidates will be required to complete a Behavioral Consistency Questionnaire which will be sent by email after candidates passed the Minimum Qualification Supplemental Questionnaire and Management Test Battery examination. The Behavioral Consistency Questionnaire  is designed to measure the knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of integrated library systems and their interaction and application to library services; knowledge of general and specialized reference tools and reference databases; knowledge of eMedia sources and devices; knowledge of functional areas within the library – basic understanding and interrelation of different areas in library work such as circulation, cataloging, reference, children, teen, and adult services, administration, etc; knowledge of general American Library Association (ALA) policies and best practices; ability to accomplish and evaluate programs and services through planning and development, including assessing community needs, organizing and promoting library services; skill to direct and conduct reference interviews and provide readers advisory; train and direct staff to conduct effective reference interviews, analyze reference needs, and provide appropriate referral and resources for library users; ability to direct and evaluate staff and library, to establish and monitor objectives, budgets, staff development, and policy development; ability to manage change; participate in management decisions and communicate management decisions to staff; ability to prepare and deliver oral presentations about library procedures, policies, programs, services and/or events of interest to the library commission, schools, administrations, staff and public organizations; ability to plan, develop, implement and evaluate programs; utilize resources; prepare and manage budget; and oversee the operation of a functional unit, directing its activities, monitoring productivity, defining goals and objectives, evaluating outcomes and fostering cooperation and teamwork. This also includes the ability to motivate, train, and direct supervisors and staff, evaluate performance and develop and follow through on corrective actions when required; skill to facilitate the workflow of a group of library programs by planning, directing, and supervising the work of subordinates; ability to motivate, train, plan, delegate, supervise and review the work of subordinates to facilitate the workflow of a unit/branch; ability to interact respectfully, courteously, and effectively with a diverse population of children, teens, adult library users, and staff; ability to manage and direct positive community relations through outreach to diverse communities; ability to promote, establish and maintain cooperative working relationships with individuals, departmental personnel, co-workers and others; ability to listen and effectively elicit information, to understand and follow oral instructions, and clearly communicate information, including the ability to conduct presentations and facilitate discussions; ability to communicate in writing in a clear, concise and easily understandable manner, including the ability to understand and comprehend written material; ability to use a computer and other mobile devices to create, access and manipulate electronic information.

A passing score must be achieved on the Management Test Battery and the Behavioral Consistency Questionnaire in order to be placed/ranked on the Eligible List/Score Report. The hiring department may administer additional position-specific selection procedures to make final hiring decisions.

Requests for an alternate test date may be considered in limited circumstances and must be submitted to the analyst listed in this announcement within five (5) calendar days of the announcement of the test date.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
