Introduction

The Human Services Agency (HSA) is a department of the City and County of San Francisco and the central resource for public assistance in the City. Our mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco. HSA was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Aging and Adult Services. The agency retains two commissions and two department heads. The agency also includes the Office of Early Care and Education. We provide a safety net for individuals and families by offering income support, community-based living supports, and assistance getting food, housing, and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly and dependent adults. We help people secure employment through training, job search, and child care assistance.    

 

Position Description

 

Under direction, the Social Work Supervisor provides supervision to specialized social workers such as Human Service Technicians and Social Work Specialists. They monitor the work of staff engaged in providing various social services to clients in such programs as Adult Services, Family and Children’s Services, and In-Home Supportive Services.

 

The essential tasks of this position include:

 

1. Supervise the schedule and work activities of a unit by planning and delegating the work of a unit involved in providing casework, client management, continuing client investigation, transportation, and processing services for programs in Adult  Services, Family and Children’s Services, In-Home Supportive Services, and the Homeless Program.   

2. Manage the professional development of staff by participating in the selection of unit staff, providing staff training and coaching, and ongoing feedback; ensure performance appraisals are used effectively and timely to develop growth plans and identify opportunities for staff to learn.

3. Ensure staff’s work meets program compliance with applicable policies and procedures by reviewing completed cases, assignments and ongoing referrals, and recommending corrective action when required.

4. Coach staff on emergency calls and crisis situations of appropriate case action and suggesting methods and strategies to resolve problems.

5. Handle regular consultations and unit meetings to share updates and other important information.

6. Attend program meetings, provide updates, and participate in program or policy improvement initiatives.  

7. Build collaborative relationships with staff, supervisors, other departments, professionals, and community partners to identify and provide services to clients.  

8. Respond to inquiries and referrals from staff, other departments, community organizations, and the general public.

9. Investigate complaints and recommend corrective action as necessary to resolve complaints while maintaining confidentiality.  

10.  Research opportunities for continuous improvement, stay up-to-date of the latest policies and best practices in social services; share professional literature and training opportunities with staff; and recommend improvements to operations of unit activities.  

11. Prepare quantitative and narrative reports for managers and other program stakeholders.

Minimum Qualifications

1. Education:
Possession of a baccalaureate degree from an accredited college or university;

 

AND 

 

2. Experience:
Three (3) years (6,000 hours) of verifiable social casework or employment services experience with a public or private agency/organization.

Substitution for Education:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one (1) year.

 

OR

 

Substitution for Experience:

Possession of a Master’s degree in Social Work or Counseling may substitute for one (1) year of experience.

Selection Procedures

Minimum Qualifications Supplemental Questionnaire (Weight: Qualifying):

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

 

Basic Supervisory Exam (Weight: 50%):

Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

 

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The Basic Supervisory Exam will be administered either on a computer or in paper format.  The type of format will depend on the size of the qualified applicant pool.  Qualified candidates will be notified of the type of exam format in their exam appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

 

Note: Candidates must achieve a passing score on the Basic Supervisory Exam in order to have their Supplemental Questionnaire rated.

 

Supplemental Questionnaire (weight: 50%):

Candidates are required to complete the Supplemental Questionnaire as part of the online application process and to continue in the selection process. Candidates who achieved a passing score on the Basic Supervisory Exam will have their Supplemental Questionnaire rated. The purpose of the Supplemental Questionnaire is to collect information regarding the candidate's education and/or experience as it relates to the minimum qualifications. All applicants’ responses to the Supplemental Questionnaire are subject to verification.  

 

Note: A passing score must be achieved on all examination components in order to be placed/ranked on the resulting Score Report. Candidates will be placed on the Score Report in rank order according to their final score.

 

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
