Introduction

The City and County of San Francisco Human Services Agency (HSA) is the central resource for public assistance. Its mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco. HSA provides a safety net for families and individuals by offering income support, community-based living support, and assistance acquiring food, housing, and health coverage. HSA offers programs and services that ensure the protection and safety of the elderly, children, and dependent adults. Finally, HSA helps people secure employment through job search assistance, training, and child care assistance.

Position Description:

Under direction, the 2904 Human Services Technician assists Social Workers and Protective Services Workers in HSA's Family and Children's Services (FCS). Human Services Technicians in FCS are responsible for providing supportive services to children and/or adolescents in the areas of supervision and transportation. They have regular contact with clients, their relatives, representatives of outside agencies, and the public. Some positions require working on weekends and evenings.

Essential Duties:

1. Transport children to their identified foster-care placements, scheduled family visits, and other appointments (install car seats into vehicles when required).

2. Supervise children to ensure their safety and wellbeing and engage with children through a variety of activities.

3. Provide nurturing care for neglected or abused children.

4. Monitor the medical and psychological needs of children.

5. Complete a variety of forms containing confidential information including but not limited to: medical information, case records, appointments, and scheduled visits.

6. Perform general office tasks including photocopying, filing, answering telephones, using the computer.

7. Communicate via email and telephone with foster-care placement units, supervisors, Protective Service Workers, Social Workers, coworkers, and other individuals as required to schedule various activities for children.

8. Carry small children and/or items weighing up-to 40 pounds.

9. Restock inventory of food, clothing, and other supplies.

 

Minimum Qualifications

1) Education:

None

2) Experience:

One (1) year of experience in a position which has direct responsibility for the care of children in a public or private setting. An example of qualifying experience would be a childcare worker in a group home or residential treatment facility or teacher’s aide or para-professional in a family and children’s program or school. Babysitting is not qualifying experience.

Substitution:

Fifteen (15) semester units (or equivalent quarter units) of coursework, from an accredited college or university, in child development, social welfare, social/human  service, sociology, or other social or behavioral science may be substituted for up to six (6) months of the required experience as described above.

License and Certification:

Some positions may require possession of a valid California Class C driver license and a good driving record.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Multiple Choice Examination (Weight: 100%)

Candidates who meet the minimum qualifications will be invited to take a multiple-choice exam.  The multiple choice exam will be administered either on a computer or in a paper format.  The type of format will depend on the size of an qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.  The exam will measure essential knowledge, skills, and abilities in job-related areas which may include, but not be limited to:

-Ability to demonstrate patience, empathy, and understanding of children that deal with a significant amount of trauma

-Oral communication skills

-Knowledge of proper grammar, punctuation, and spelling

-Skill to accurately observe signs of physical abuse

-Ability to promote and maintain professional, cooperative working client relationships

This is a standardized multiple-choice examination; therefore, inspection privileges do not apply to the questions and answers of this examination, in accordance with Civil Service Rule 111.11.4.  

Note: A passing score must be achieved on all examination components in order to be placed on the eligible list. The hiring department may administer additional position-specific procedures to make final hiring decisions.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of nine (9) months, and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from the examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
