The purpose of this Supplemental Questionnaire (SQ) is to describe your training and experience as they relate to the knowledge, skills and abilities linked to the essential functions of the 5298 Planner III - Environmental Review (Archaeology) position.  The information you provide to the following questions should be consistent with the information listed on your application and are subject to verification.

Only the information you provide in your answers to these questions will be evaluated to determine your score in the selection process for this application.  No attachments or additional documents such as resumes, cover letters, or employment application will be considered.

The SQ will be presented to an expert review panel for an assessment and will be used as part of the examination process to determine candidates' score and rank on the eligible list.  The supplemental questionnaire is the sole component of the exam process and will account for 100% of the total weight of the candidates' final score.

Your score will be based on the quality of your responses. It is suggested that you review the questions before starting, prepare your narrative-style responses in a word processing document, and then paste them into the application.

Please follow these instructions when answering the questions below.

  • Provide your best or highest examples of work.
  • Provide all information requested even if it may appear redundant. Each response is evaluated independently from the others.  You may need to repeat some information from one response to another in order to best respond to a given question.
  • Do not write “See application” or "See resume" as a response.
  • When requested, please supply the name of a person who can verify the information you provided about your specific experiences. This should be a supervisor, program director or other individual who has personal knowledge that you either performed the specific activities or that your position required you to perform such activities. You may use the same person, if appropriate.
  • Use good writing skills.  Written communication skills are important.  Poor grammar, misspelling, or typographic errors can lead to a poor evaluation of your responses.
  • Please be thorough but concise. Your written communication skills will be evaluated based on your responses.
  • Panel members involved in the rating process will not have access to your application and resume, so it is important that your answers are comprehensive.

The SQ must be completed and submitted online with the application at the time of filing. Responses cannot be changed or edited after submission. Failure to provide complete responses to this supplemental questionnaire may result in rejection of the application.


SQ1

Before a permit can be processed, California Environmental Quality Act (CEQA) states that a lead agency must make determinations regarding historical, archaeological, or tribal resources.

Describe a project you managed/supervised in which an archaeological assessment was required. Include in your response (1) your role/function; (2) list key elements of the project that was pertinent to your analysis; (3) identify archival sources you consulted to assess the potential for prehistoric and historic archaeological resources that were present and to determine whether such resources were significant under California Register criteria; (4) list any logistical and technical problems that you needed to address in the context of an urban construction site; (5) identify any additional key pieces of information that you used to appropriately scope, schedule and conduct the archaeological project; (6) describe field strategies you employed, or directed a consultant or staff to employ, to efficiently identify and assess potential archaeological resources on the site and to avoid or minimize delays during any necessary data recovery.

 

SQ2

Planners in the Environmental Planning Division of the Planning Department review projects for potential environmental impacts on the City of San Francisco and its residents, a process known as environmental review.  Most development, infrastructure and transportation projects, proposed regulatory changes, and permitting applications are subject to the "environmental review process."

Describe your experience processing technical studies for environmental review processes and/or providing input to Initial Studies and/or Environmental Impact Report document sections based on the results of these technical studies. Include in your response: 

  • Brief descriptions of 1-3 CEQA environmental review project(s) you have worked on and include a description of your role in the process for each project, including your role in the preparation of any supporting technical studies.
  • Information regarding technical studies you conducted or oversaw in any of the sub-areas of CEQA, as set forth in CEQA Guidelines such as, but not limited to, historic preservation, traffic, air quality, biological or paleontological resources.  
  • Discuss the key elements of CEQA impact analysis in the technical scope of work in one or more of the technical areas mentioned.  
SQ3

The Planner III-Environmental Review manages multiple tasks and projects that involve working closely with consultants or other professional staff, often with conflicting deadlines that require project and time management abilities.

Describe your experience in a project management role for the environmental review process. Provide specific information on the scope and scale of your responsibility. Your response may address one or more of the following types of experience:

  • Managing consultants or other professional staff;
  • Managing the work of others engaged in a task, process, or procedure for environmental review (such as maintaining schedules, communication protocols, and reviewing technical reports prepared by staff).
SQ4

In working with and interpreting complex CEQA and City of San Francisco requirements to consultants, project sponsors and members of the public, planners come across many workplace situations where problems could present themselves. For example, challenges may arise that make it difficult to keep an environmental review on schedule, from conflicting interpretations of legal requirements to differences of opinion about a project among members of the public, or differences in the goals and values of a project sponsor and members of the public or City of San Francisco policy. Issues that Planners face vary in complexity, with some situations requiring a simple solution and others demanding more thought and skill to overcome.
