This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.  The position is located at the Mayor's Office of Housing and Community Development.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

MOHCD’s HOUSING DIVISION

MOHCD’s programs are organized into three divisions: Housing, Community Development, and Homeownership/Below Market Rate programs.   The Housing division focuses on creating housing policies and funding programs that create safe, stable, and affordable housing.  We are recognized nationally for our ground-breaking work to: transform public housing through the HOPE SF and RAD initiatives; acquire and rehabilitate existing properties through innovative financing structures; steward an extensive portfolio of affordable housing; and expand that portfolio by advancing new housing production and inclusionary housing policies.  Our diverse staff and leadership work together to

  • Guide and coordinate citywide housing policies under direction of the Mayor and through collaboration with the Board of Supervisors.
  • Administer a diverse set of financing programs to develop new affordable housing, preserve existing housing, and acquire and rehabilitate housing at-risk of market speculation.
  • Monitor the long-term affordability and physical viability of the City’s publicly-assisted affordable housing portfolio of over 21,000 units, providing funding for needed repairs and upgrades to ensure sustainable operations and habitability for residents.
  • Incubate new programs, initiatives, and financing tools that further our production and preservation activities.
  • Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large.

POSITION DESCRIPTION: The Project Manager performs multifamily housing finance work, including planning, development, implementation, monitoring and evaluation assignments; coordinates the development of plans and programs; reviews projects to ensure compliance with applicable Federal, State and local laws, regulations and procedures; provides technical assistance to development partners, project staff, and other agencies; reviews and makes recommendations regarding the financing plans and programs, development budgets, construction budgets, operating budgets, timelines, entitlements, service plans, and proposed activities of entities receiving funding to ensure compliance with operational methods and procedures; prepares, reviews, and executes contracts and other necessary documents and fiscal payments to entities receiving funds; collects and evaluates performance data from development partners and prepares written evaluation reports for internal and external parties; coordinates and streamlines various phases of project or program implementation with other agencies; meets with agencies, architects, and contractors to outline funding program requirements and procedures; monitors progress of construction, including site visits, and processing payments; reviews and makes recommendations on proposals for housing and community development funding and/or special project funding in one or more program areas; collects data and prepares a wide variety of reports, memoranda, and correspondence related to housing and community development activities; and other duties as assigned.  

Positions in this classification function at the journey level in the Community Development Specialist series. Employees in this class carry out their assignments with considerable independence. Positions in this class are distinguished from the lower classification 9772 Community Development Specialist by their significant coordinating and monitoring responsibility over a variety of housing development projects. Employees in this classification may serve in a lead role for subordinate personnel.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

 3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Certification:
The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Selection Plan

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training.

The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.  Supplemental Questionnaire:  In order to continue through the examination process, only those candidates who meet the minimum qualifications will receive an email outlining the instructions and deadline.

Supplemental Questionnaire - Weight (100%) - Candidates will be required to complete a supplemental questionnaire.  The Supplemental Questionnaire Evaluation is designed to measure the knowledge, skills and/or abilities in job-related areas which may include but not be limited to:  experience working with databases, Microsoft Office suite, and diverse populations; strong verbal and written communication skills; working with sensitive client information, and handling multiple deadlines or difficult situations in an efficient and professional manner.  A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed on the eligible list according to their final score.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Disaster Service Workers
