What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; a robust shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter individuals and couples using a low-threshold model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,500 units which provide permanent housing and services to formerly homeless individuals and families.
What You’ll Be Doing
Under general direction of the Data & Performance Lead, the Administrative Analyst performs and conducts difficult and detailed professional-level analytical work to support the Department of Homelessness and Supportive Housing planning activities and program operations. The position supports program operations with data analyses and program evaluation, as well as conducts key research and strategic planning projects. This position will report directly to the Data and Performance Principal Analyst. The position provides analytical support to program managers and the executive leadership team, and is expected to exercise sound judgment and take initiative.
The position includes the following responsibilities:
Demonstrates expertise with administrative databases, including the in-development Online Navigation and Entry (ONE System) database, to create and maintain information that is accessible, reliable, accurate, and useful to the department.
Develops reports and conducts complex data analysis related to service utilization, client outcomes, and program operations for the purposes of meeting regulatory or funding requirements, satisfying ad hoc requests, or supporting program evaluation and performance accountability needs.
Develops and maintains dashboards for both public reporting and internal management purposes such as HOMstat, the Department’s program to systematically review data for continuous improvement.
Communicates findings from research and analysis, which includes producing statistical reports that are clear and incisive, writing reports that are well-organized and articulate, and making effective public presentations to diverse audiences.
Supports strategic planning efforts to improve outcomes for clients served by the Department, including analyzing program outcomes and operational data to identify opportunities for greater efficiency or effectiveness.
Works with staff in programs and contracts to define and monitor key metrics in the Department’s contracts with nonprofit providers that ensure alignment with systemwide goals and support performance accountability.
Conducts ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, preparing data to share with other City departments or external evaluators, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys.
Coordinates administrative functions as needed for the Data and Performance Team.
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
- Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
- Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
- Knowledge of homeless services or a related social policy area.
- Demonstrated skills with Microsoft Excel and business intelligence software such as PowerBl, Tableau, and Looker to prepare and visualize data.
- Working understanding of relational database systems such as MySQL and SQL server, proficiency writing SQL queries a plus.
- Strong communication and data visualization skills to articulate quantitative information to broad audiences in clear, compelling, and easily interpretable ways.
- Experience with Python, R or statistical software (Stata, SPSS, or equivalent) to transform data and conduct statistical analyses; Experience with geospatial analysis a plus.
- Knowledge of project management methodology, including lean processes.
- Experience working on research and program evaluation projects.
- Outstanding verbal and written communication skills.
- Experience working with a large, diverse workforce of people with different cultures, backgrounds and opinions.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Written Core Examination (Weight: 100%)
Candidates deemed eligible will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:
- Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis.
- Ability to communicate written information (includes ability to proofread).
- Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas).
- Ability to comprehend and understand written information.
- Ability to use various computer software programs.
- Ability to conduct research.
- Ability to establish and maintain cooperative and effective working relationships.
- Knowledge of, and the ability to apply, principles, practices and procedures involving office operations.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
The score you achieve on this examination shall be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you retest, your re-test score would become your official score since it is the most recent.
A passing score on the Written Core Examination must be achieved in order to be placed/ranked on the Eligible List.
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores, pending an agreement with the union for an expanded certification rule. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
