Appointment Type 
Provisional; a provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Provisional appointments may not exceed three (3) years.

Position Description
Under general supervision, journey-level Stationary Engineers operate, maintain, troubleshoot, and repair a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, auxiliary plant machinery and equipment and computerized building management and maintenance systems, in a large, complex or multi-faceted facility.

Essential functions of the class include:

  • Ensuring that all equipment, machinery and systems are functioning normally and safely
  • Complying with all applicable safety rules and regulations when operating machinery and equipment
  • Troubleshooting and making operating repairs and adjustments to boilers, H.V.A.C. chillers, refrigeration systems, switchboards, controls (DDC, DGP, SCADA), elevators, and other machinery
  • Maintaining and repairing institutional instruments, furniture, equipment and specialized machines and apparatuses
  • Carrying out and explaining established plant operations, methods, and procedures; preparing routine plant records and reports (CMMS)
  • Maintaining facility keys, communication equipment and building security
  • Interfacing with contractors, building tenants and the general public
  • Responding to potentially hazardous situations
  • Performing related duties as required

Nature of Work
The position involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional disagreeable work inside closed and dirty spaces; and exposure to disagreeable weather and traffic conditions. Additional requirements include physical stamina to stand, stoop, bend, climb ladders, and ability to work in confined space, entryways and tight crawl spaces.

Minimum Qualifications

Experience
Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building.

Special Condition
All 7334 Stationary Engineers at the San Francisco International Airport require two (2) years of verifiable experience maintaining and operating high pressure steam boilers (15 PSI or greater).

License and Certification
Possession of a valid California Driver’s License.

Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution
Experience Substitution (any of the following may be substituted for the required experience):

  • Completion of a recognized four-year Stationary Engineer apprenticeship program
  • Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
  • Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Extensive knowledge of refrigeration, chillers and high temperature, high pressure hot water systems. Computer fluency a plus.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Customs Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Disaster Service Workers
