LOCATION: The San Francisco Department of Public Health (DPH) is accepting applications for one (1) full-time position in class 2930 Behavioral Health Clinician at the following location:

JOB DESCRIPTION: Under general supervision, makes investigations to determine the eligibility of applicants for psychiatric care and services; evaluates information gained through interviews and collateral sources; makes determination on one of several alternative procedures; completes appropriate forms and documents relating to intake procedures; makes pertinent determinations and recommendations; and performs related duties as required. Essential duties of this position include the following: 

  • Interview clients for the purpose of securing information to determine eligibility for psychiatric care and services, evaluate materials obtained through interviews and from other sources, to determine level of acuity and make appropriate disposition.

  • On basis of interviews and psychosocial assessments, make psychiatric diagnoses, develop plans for intervention and modalities of treatment, including but not limited to individual and/or group psychotherapy, rehabilitation services, targeted case management, collateral services with caregivers, and linkage to community resources as appropriate.

  • On basis of treatment plan, deliver appropriate psychological interventions to ameliorate psychiatric symptoms and impairments which result from the symptoms, and employ appropriate techniques to engage with clients and activate clients' participation in their recovery.

  • Collaborate with multi-disciplinary care team, comprising of psychiatrists, nurses, pharmacists, health workers, and peers in formulating and implementing optimal treatment for clients.

  • Maintain productivity in relation to units of direct service delivery according to departmental guidelines, and follow any other performance objectives as directed.

  • Document and maintain accurate records of all activities relating to client care, and compliant with all Federal, State, and City documentation requirements; participate in weekly staff and team meetings, confer with supervisor on all issues related to client care and policies and procedures of the clinic and department, attend internal and external case conferences as appropriate.

  • Other relevant duties as assigned.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. License and Certification:
Possession of a valid Licensed Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Sciences (BBS) OR
Current registration as an Associate Social Worker (ASW) license issued by the California Board of Behavioral Sciences (BBS); OR
Possession of a valid Marriage and Family Therapist (MFT) license issued by the California Board of Behavioral Sciences (BBS); OR
Possession of a valid Marriage and Family Therapist Intern (MFTI) license issued by the California Board of Behavioral Sciences (BBS); OR
Possession of a valid Professional Clinical Counselor (LPCC) license issued by the California Board of Behavioral Sciences (BBS); OR
Possession of a valid Professional Clinical Counselor Intern (PCCI) license issued by the California Board of Behavioral Sciences (BBS).

  • Ability to communicate in Cantonese.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
