This is a bilingual English/Cantonese Chinese position.  Proficiency in speaking Cantonese, and reading and writing Chinese is required.


General Description 

Under general supervision, the clinical psychologist conducts professional-level work in clinical psychology; carries out psycho-diagnostic examinations with mentally ill, chemically dependent and developmentally delayed children and adults; prepares psychological reports; provides psychological consultation services; participates in psychological research.


Human Services Agency (HSA)

This position is with the Human Services Agency (HSA) Disability Evaluation and Consultation Unit (DECU). This unit provides assessment of clients enrolled in the County Adult Assistance Program (CAAP) and CalWORKs. The clinical psychologist conducts screening and assessment of clients to identify and document disabling mental health conditions and associated functional limitations. The clinical psychologist is a senior member of a multidisciplinary team.


Essential Duties and Responsibilities:

1.    Conduct work readiness screening and assessing of clients who have mental health related complaints.

2.    Conduct collateral interviews with behavioral health and primary care staff, and medical records review.

3.    Perform psychological evaluations including psychological and neuropsychological testing to provide medical evidence in support of the client's application for Social Security benefits as necessary.

4.    Provide consultation and assists in the ongoing training programs for staff in the CAAP Case Management Program as well as other HSA staff and community partners.


Nature of Work

May involve occasional exposure to clients with special needs such as language limitations and various disabilities. Must accept client’s differences and interact with them in a trauma informed, wellness and recovery oriented, harm reduction oriented and non-judgmental manner.

Minimum Qualifications

Possession of a valid license as a Psychologist issued by the California Board of Psychology as defined in Chapter 6.6 of the Business and Professions Code; Psychology Licensing Law, Sections 2900-2903, 2914; AND


Special Condition

Proficiency in speaking, reading and writing Cantonese

Selection Plan

Training and Experience (Weight: 100%) 

A Training and Experience Evaluation will be utilized. The information provided by candidates in the job application, required verification and applicable documentation will be evaluated in terms of duration and relevance to the 2574 clinical psychologist job-related knowledge, skills and abilities for placement on the eligible list. The names of all candidates who meet the Minimum Qualifications will appear on the eligible list in rank order according to their final score.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.
