The Department of Public Health (DPH) is looking to procure a temporary (up to 5 years) "9976 Epic Implementation Team IT Technology Expert I - Epic OpTime/Anesthesia Workflow Analyst" position to help design, develop, and implement DPH's unified electronic health record solution.
APPOINTMENT TYPE: Temporary Exempt (TEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
GENERAL JOB DESCRIPTION:
The San Francisco Department of Public Health (DPH) will be implementing the Epic electronic health record system.
The Epic Application Teams are responsible for designing, testing, and implementing the clinical and financial aspects of the San Francisco Department of Public Health Electronic Health Record. This includes integration and interoperability with other third party clinical and financial systems and devices. The ideal candidate will have an understanding of the use of electronic health records in the hospital inpatient departments. This position will support the OpTime Anesthesia Operating Room (OR) modeule of Epic on the electronic health record and associated integration with various diagnostic/ancillary systems and devices.
ESSENTIAL JOB DUTIES:
Support a robust informatics program within the organization.
Collaborate with clinical groups and operations in configuring, training and/or optimizing the Epic electronic health record implementation.
Collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, and recommendations and utilization of best practices.
Work with the informatics team to translate health system strategies and requirements into strategic informatics implementation plans for the new EHR, such as the development of governance structures related to data collection, retrieval, analysis and interpretation to assist in optimization of patient outcomes and/or effectiveness, and efficiency (through the use of clinical decision support tools and embedded Evidence Based Practice where appropriate).
Utilize the knowledge and skills of clinical practice to determine the appropriate informatics workflow for clinical or related functions when appropriate, ensuring consistency with professional standards of practice and mandated requirements.
Evaluate workflows and recommend re-engineering of processes around utilization of computerized applications, including the new EHR to improve the workflow of patient care and to maximize departmental and organizational efficiency and effectiveness.
Provide on-going end user EHR and key systems education and support, with upgrades, new releases, enhanced functionality, and new modules.
Support programs and activities that contribute to individual and group staff development and capacity building.
Maintain a working knowledge of applicable federal, state, local, and private laws and regulations in relation to clinical documentation and electronic medical records.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. 1. EDUCATION: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND
2. EXPERIENCE: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management. AND
3. CERTIFICATION: Possession of current Epic OpTime OR Epic Anesthesia certification
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications: The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
- Experience with full lifecycle of Epic implementation and/or Epic upgrade.
- Knowledge of Lean fundamentals including, but not limited to, A3 thinking, Value Stream Mapping, and Kaizen events.
- Proficient with Epic Sherlock ticketing system and Nova basics along with release note review.
- Proficiency with basic word processing and presentation applications (i.e. MS Office: Word, Excel, PowerPoint).
- Knowledge of workflow diagramming applications and collaboration platforms, such as SharePoint.
