General Description

Under minimum direction, the 9922 Public Service Aide, Associate to Professionals performs a variety of duties requiring a high level of responsibility; carries out complex tasks relative to the performance of management functions; carries out complex tasks on a limited basis in direct support of professional level personnel; researches and analyzes data; assists in the implementation of programs and assists in various administrative duties.  


Examples of Duties

Eligible applicants will be selected for one of several positions available at the San Francisco Public Utilities Commission (SFPUC). Examples of different job types and their division are listed below:


Water Enterprise – Natural Resources & Land Management
Public Service Aides in the Natural Resources and Land Management Division earn their training through the various Land Management, Conservation, and Stewardship projects that are constantly occurring in the division. Interns will be able to choose from a wide array of projects in order to pick an environment that best suits their career path in land resource management. The trainings can range from researching methods of public outreach and education to navigating through the diverse obstacles of land management and wildlife conservation. Interns will work independently and with NRLM staff to gain experience of working with local, regional, and federal regulations in a knowledgeable and guiding environment. Work locations: San Francisco or Moccasin (134 miles east of San Francisco).


SFPUC - External Affairs - Communications

Public Service Aides will support the strategies and initiatives of the External Affairs Communications department, such internal communications, social media and digital strategy, community events, creative and graphic design, and other key components of our public engagement activities, outreach and logistics.  

Under immediate supervision, essential duties will include, but are not limited to: assisting with event staffing, event inventory, project tracking spreadsheets, capturing metrics and generating reports, collateral and content development, storytelling, and creating talking points and research documents. Other tasks to be assigned based on skills, interest, and departmental needs.


SFPUC - External Affairs - Community Benefits

Public Service Aides will assist with the Communications Outreach and Education Program, collateral development outreach, and education: coordinating logistics, presentation skills, developing key messages, drafting talking points, event coordination and staffing, project management, project planning, database development and management, record management and record retention.


SFPUC - External Affairs - Policy and Government Affairs


Public Service Aides will support SFPUC's public policy and political strategy related to local, regional, state, and/or federal legislation and special projects. The Public Service Aide will work on a broad range of issues and projects in a fast-paced, dynamic environment requiring quick response times and the ability to adapt to shifting priorities. Essential duties include but are not limited to: tracking impacts of proposed policies to SFPUC enterprises and bureaus, drafting and editing written materials (meeting agendas, talking points, briefing documents, etc.), scheduling meetings, taking notes, and managing follow up from meetings.


SFPUC - External Affairs - Youth Workforce Program Associate

We seek collaborative, solutions-oriented self-starters with a passion for advancing environmental justice, racial equity, and economic equity. This position reports to the Community Benefits Contract and Budget Analyst and will work closely with the Youth Workforce Development Manager. Primary responsibilities include: coordination with non-profit grantees to advance the goals of the Kindergarten to Career (K2C) Strategy; budget analysis and reporting; supporting the Project Learning Partnership grantees (PLGs); grantee relationship management; project management for other Youth Workforce initiatives and programs; development of collateral; and database development and management.
SFPUC - Business Services - Financial Services

Under supervision, public service aide (intern) will assist in management functions of the Financial Services Department and will carry out complex tasks on a limited basis. The intern will have the opportunity to learn general and complex accounting functions, as well as specific skills, including: research and compiling data, report preparation, Microsoft Office, PeopleSoft Financial, office equipment and financial record filing. The intern will be trained to review and process payments, budget allocations, employee reimbursements, cash deposits, and various journal entries, while applying mandated City and Departmental policies and procedures.


SFPUC - Business Services - Information Technology Services

Public Service Aides will be trained to assist in SFPUC’s technology refresh program, performing desktop upgrades and deployment. In addition, they will be providing 1st level help desk technical support including handling calls and resolving issues over the phone; desktop, printer, and other computer peripheral installation and support; desktop application support; equipment disposal assistance.


SFPUC - General Manager - Real Estate Services

Public Service Aides will be trained in real estate agreement drafting and negotiation principles, insurance principles, document management principles and lease administration. Public Service Aides will learn to draft and review contracts and legal documents that comport with departmental policies. Upon completion of the training program, incumbent will be qualified to work in any contract, real estate or real property office. Public Service Aides will be trained on real estate research to support the Sewer System Improvement Program (SSIP) Right of Way Manager on researching public rights of way, property ownership, easements, and past and current property uses. A big part of this research consists of knowing what to look for and where to look. The Public Service Aide will learn to read right of way maps and street dedication maps. Over time, the Public Service Aide will learn to produce reports based on his or her research more independently and to make basic determinations or recommendations regarding property rights.


Water Enterprise - Water Quality - Engineering

The Public Service Aide will support engineering tasks which may include water quality monitoring, water quality data analyses, treatment unit assessments at drinking water plants, booster and mixing evaluations at storage tanks, pipeline disinfection projects, and regulatory compliance activities.  The aide will summarize data in Excel spreadsheets using charts, tables, and statistics; will prepare test plans and technical memorandums which summarize study results; and will review and summarize drinking water guidelines and scientific literature.  The aide may use water quality analytical instruments to support bench tests and/or field monitoring duties and use databases, such as, a laboratory information management system.


Water Enterprise - Water Quality – Environmental/Field Services (ES/FS)

The 9922 Public Service Aide primary function in the ES/FS Section is the aseptic collection of water samples on the SFPUC distribution and transmission systems for the purpose of meeting the Total Coliform Rule (TCR) Lead and Copper Rule (LCR), Title 22 and Parasite Monitoring.  Sampling sites include San Francisco, Treasure Island, YBI, Peninsula, East Bay, Moccasin, Tuolumne River, Holm and Kirkwood Power Houses. 9922s are also required to monitor the shoreline due to San Francisco’s Combined Sewer System. Under supervision, 9922s may monitor 18-inch diameter and larger pipeline disinfections requiring round the clock monitoring of residual chlorine and observe fixture verification during cross connection shutdown tests. 9922s are required to work independently in the field, sometimes in remote and rural areas.  The 9922s answer phones, provide customer support, perform data entry and run test scripts for new software.  9922s also prepare and format technical reports, graphs, spreadsheets, running logs and tables using Microsoft Project, Excel and Word, and perform other related duties as-needed.       


Water Enterprise - Water Quality - Administration

The Administrative 9922 Public Service Aide is responsible for providing administrative support in various functions within the Water Quality Business Services section.  Aides may receive training and experience in purchasing - including analyzing quotes, working with vendors, maintaining detailed purchasing records, and using computerized systems to process purchase orders.  Tasks may also include:  assisting with budget preparation, accounting, preparing reports for management, fleet operations, preparing charts and graphs for presentations, assisting in the processing and monitoring of contracts and contract certification processes, data input and database maintenance, conducting field surveys and carrying out routine research.  9922s prepare agenda items, attend department meetings, assist with the development of policies and procedures, assist in the coordination of clerical activities, inventory control, perform bookkeeping and financial record-keeping operations, post and adjust balance entries, and assist with facilities management.  Aides may also assist with human resources-related tasks, including assisting with recruitment-related activities, filing and organizing paperwork. 


Water Enterprise - Water Quality - Laboratory

Under supervision, 9922 Public Service Aides will perform simple to increasingly more skilled field and laboratory tasks, including chemical analyses and field monitoring duties, sample collections runs, recording samples in the Laboratory Information Management System (LIMS), as well as perform laboratory analytical tasks and professional duties to evaluate source and receiving waters, drinking water, and distribution/transmission system water quality, water and wastewater plant operations and to determine compliance with state regulations.  Under supervision, 9922s will conduct quantitative and qualitative chemical analyses using a variety of laboratory instruments and wet chemistry, microbiological or toxicity bioassay techniques, keep detailed and accurate analytical records, use LIMS to track, control and report analytical data to variety of water quality clients, conform to safe laboratory practices, assist laboratory personnel as necessary to achieve the goals of the department.


Wastewater Enterprise - Administration

The Public Service Aide will learn general and complex administrative functions as well as how to use various software utilized at Wastewater Enterprise Collection System Division. Typical duties of a 9922 can range from researching and compiling data, creating reports, answering telephone calls, scheduling conference rooms, and greeting customers, to filing of as-builts in Sharepoint Document Management System, updating detailed data entry in computerized maintenance management system (Maximo) for Asset Management, performing cost analysis, providing scheduling and support for inspectors in the field, conducting field surveys and coordinating usage, billing, and accounts receivable with SFPUC Accounting. Depending on the assignment, 9922s will learn more about the functional area and perform tasks specific to one or more of the following unit(s): Source Control Administration, Pre-treatment, Technical Services, R2P@ and Field Monitoring, and Sewer Operations/Spot Repairs.


Power Enterprise

In support of both the CleanPowerSF and Hetch Hetchy Power programs the 9922 Public Service Aide, under the direction of technical and analytical specialists and management, will assist in the performance of a variety of general and complex administrative functions, as well as specific skills. This may include: assists in or performs research, analysis, compilation, and presentation of data; assists in the preparation of related reports, agendas, letters, and documents; assists in the development and implementation of programs; assists or participates in database and software training, utilization and implementation; performs administrative duties such as record management, organization and communication disbursement; assists in budget management and financial analysis; creating and submitting purchase orders and purchase requests, expenditure reports and balances; contract administration, task order budget and firm/staff additions; developing skills in various business software and systems, including Microsoft Office Suite, Adobe Acrobat, SOLIS, SFBid, Maximo, and various internal workflows; and other duties as professional development interests are determined within the scope of the work.



Minimum Qualifications

Completion of at least two years of college from an accredited college or university

Desirable Qualifications:

1. Good public relations skills

2. Good written and verbal communications.

Selection Plan

Selection Procedures

Minimum Qualifications Supplemental Questionnaire (MQSQ - Qualifying)
