Public Service Aides will be reporting to various SFPUC locations depending on assignment:
Water Enterprise - 1657 Rollins Road, SF CA
Wastewater Enterprise - 750 Phelps Street, SF CA
Power Enterprise - 651 Bryant Street or 525 Golden Gate Avenue, SF CA
Hetchy Water Division - Moccasin, CA (140 miles east of SF bay area)

Under minimum supervision, the 9920 Public Service Aide, Assistant to Professionals assists in the performance of a variety of duties related to the functions of the assigned departmental unit; carries out complex tasks on a limited basis in direct support of professional level personnel; may be responsible for researching and compiling data; assists in the preparation of related reports and documents; assists in the implementation of programs and assists in various administrative duties.
Example of Duties
Eligible applicants will be selected for one of several positions available with one of the following divisions at the San Francisco Public Utilities Commission (SFPUC). Examples of the different job types and their divisions are listed below:
Water Enterprise - Natural Resources and Land Management
Under the direction of the Natural Resources and Lands Management Division’s Senior Environmental Planner, the Public Service Aide (Planning Technician Intern) provides support for environmental analyses and permitting needs related to SFPUC operational and maintenance activities. The Planning Technician Intern provides a wide variety of entry-level planning work, including duties related to permitting, environmental compliance, and reporting for SFPUC operations and maintenance activities on SFPUC watershed lands and rights-of-way. The essential functions of the job include: analyzes operation and maintenance activities; develops recommendations to avoid and minimize environmental impacts; gathers, analyzes and interprets planning data and prepares recommendations; prepares reports and correspondence; assists with field work related to environmental planning and compliance; maintains project files including electronic records; and performs related duties as required. The work location is at Moccasin, 134 miles east of San Francisco.
Hetch Hetchy Power - Long Range Planning
The Public Service Aide will be trained to assist with the Materials Management System Updates Project Maximo fundamentals, Adpics, FAMIS, Excel, Word Projects include updating the materials management systems, procedures, and the methods used by City with regards to the physical inventories and the cycle counts for inventory control.
Hetch Hetchy Water - Project Operations
The Public Service Aide under the Hetch Hetchy Water and Power Capital Improvement Program will receive training in processing task orders, budget reallocations and staff additions; preparing biweekly summaries and detailed reports on contract task order budgets, expenditures and balances; performing budget analysis; becoming a power user with various business management programs, including PowerPoint, Solis, Maximo, Workflow, Excel; management of operating budget and office supply orders; and occasionally assisting with preparing and giving training presentations.
SFPUC - Business Services - Customer Services
The Public Service Aide will be trained on how to assist and use CC&B (SFPUC's Water & Wastewater billing system) - how to use Utility Star (SFPUC's Retail Electric billing system) - proper receipt of applications for service installations - how to collect, compile, and analyze data required for a variety of billing needs and reports - how to initiate field activities for service turn-ons and shut-offs, meter changes and installation changes by field service personnel and yard offices - how to handle requests, complaints, and inquiries regarding opening, discontinuing, increasing or installing water services, reducing sewer service charge, billing inquiries - initiating or handling correspondence or telephone contacts to consumers explaining discrepancies or abnormal billing or addressing consumer complaints and inquiries based on operating procedures, records, department rules and regulations, plumbing code and other sources.
SFPUC - Business Services - Financial Services
Under supervision of assigned supervisor/s, the public service aide (intern) will have the opportunity to learn general accounting functions, as well as specific skills, including: research and compiling data, report preparation, Microsoft Office, PeopleSoft Financial, office equipment and record filing. The intern will be trained to review and process payments, budget allocations, employee reimbursements, cash deposits, and various journal entries. The intern will learn City and Departmental accounting related policies and procedures.
SFPUC - Business Services - Human Resource Services
The Public Service Aide will be trained on standard business protocol to be successful in a work environment in the areas of human resources, accounting, finance, and office management. The Public Service Aide will learn about the different staff levels (peers, supervisors, division managers, general managers) and how to deal appropriately with each level. The aide will learn about the recruitment and onboarding process. In addition, the Aide's duties will also include aspects of office management and administrative services, such as floor coordination and record coordination. These tasks will give the aide the opportunity to learn organizational skills, practice attention to detail, as well as experience effectively interacting with a variety of staff.
SFPUC - General Manager - Real Estate Services
The Public Service Aide will develop office and records management skills and will receive administrative and management assistant training. Over time, the aide will become comfortable in a professional work environment, develop internal and external communications skills, and improve organizational skills.
Water Enterprise - Water Quality - Engineering
The Public Service Aide will support engineering tasks which may include water quality monitoring, water quality data analyses, treatment unit assessments at drinking water plants, booster and mixing evaluations at storage tanks, pipeline disinfection projects, and regulatory compliance activities. The aide will summarize data in Excel spreadsheets using charts, tables, and statistics; will prepare test plans and technical memorandums which summarize study results; and will review and summarize drinking water guidelines and scientific literature. The aide may use water quality analytical instruments to support bench tests and/or field monitoring duties and use databases, such as, a laboratory information management system.
Water Enterprise - Water Quality – Environmental/Field Services (ES/FS)
The 9920 Public Service Aide primary function in the ES/FS Section is the aseptic collection of water samples on the SFPUC distribution and transmission systems for the purpose of meeting the Total Coliform Rule (TCR) Lead and Copper Rule (LCR), Title 22 and Parasite Monitoring. Sampling sites include San Francisco, Treasure Island, YBI, Peninsula, East Bay, Moccasin, Tuolumne River, Holm and Kirkwood Power Houses. 9920s are also required to monitor the shoreline due to San Francisco’s Combined Sewer System. Under supervision, 9920s may monitor 18-inch diameter and larger pipeline disinfections requiring round the clock monitoring of residual chlorine and observe fixture verification during cross connection shutdown tests. 9920s are required to work independently in the field, sometimes in remote and rural areas. The 9920s answer phones, provide customer support, perform data entry and run test scripts for new software. 9920s also prepare and format technical reports, graphs, spreadsheets, running logs and tables using Microsoft Project, Excel and Word, and perform other related duties as-needed.
Water Enterprise - Water Quality - Administration
The Administrative 9920 Public Service Aide is responsible for providing administrative support in various functions within the Water Quality Business Services section. Aides may receive training and experience in purchasing - including analyzing quotes, working with vendors, maintaining detailed purchasing records, and using computerized systems to process purchase orders. Tasks may also include: assisting with budget preparation, accounting, preparing reports for management, fleet operations, preparing charts and graphs for presentations, assisting in the processing and monitoring of contracts and contract certification processes, data input and database maintenance, conducting field surveys and carrying out routine research. 9920s prepare agenda items, attend department meetings, assist with the development of policies and procedures, assist in the coordination of clerical activities, inventory control, perform bookkeeping and financial record-keeping operations, post and adjust balance entries, and assist with facilities management. Aides may also assist with human resources-related tasks, including assisting with recruitment-related activities, filing and organizing paperwork.
Water Enterprise - Water Quality - Laboratory
Under supervision, 9920 Public Service Aides will perform simple to increasingly more skilled field and laboratory tasks, including chemical analyses and field monitoring duties, sample collections runs, recording samples in the Laboratory Information Management System (LIMS), as well as perform laboratory analytical tasks and professional duties to evaluate source and receiving waters, drinking water, and distribution/transmission system water quality, water and wastewater plant operations and to determine compliance with state regulations. Under supervision, 9920s will conduct quantitative and qualitative chemical analyses using a variety of laboratory instruments and wet chemistry, microbiological or toxicity bioassay techniques, keep detailed and accurate analytical records, use LIMS to track, control and report analytical data to variety of water quality clients, conform to safe laboratory practices, assist laboratory personnel as necessary to achieve the goals of the department.
In support of both the CleanPowerSF and Hetch Hetchy Power programs the 9920 Public Service Aide, under the direction of technical and analytical specialists and management, will assist in the performance of a variety of general and complex administrative functions, as well as specific skills. This may include: assists in or performs research, analysis, compilation, and presentation of data; assists in the preparation of related reports, agendas, letters, and documents; assists in the development and implementation of programs; assists or participates in database and software training, utilization and implementation; performs administrative duties such as record management, organization and communication disbursement; assists in budget management and financial analysis; creating and submitting purchase orders and purchase requests, expenditure reports and balances; contract administration, task order budget and firm/staff additions; developing skills in various business software and systems, including Microsoft Office Suite, Adobe Acrobat, SOLIS, SFBid, Maximo, and various internal workflows; and other duties as professional development interests are determined within the scope of the work.
Wastewater Enterprise - Administration
The Public Service Aide will have the opportunity to learn general and complex administrative functions such as: reception, filing, MS Office suite, organizational skills, maintaining databases and more. This position will also learn about various software utilized at Wastewater Enterprise Collection System Division. Typical duties of a 9920 can include researching and compiling data, creating reports, filing records, sending and receiving faxes, answering telephone calls, scheduling conference rooms, greeting internal and external customers, relaying messages, and other assigned as-needed duties. Depending on the assignment, 9920s will learn more about the functional area and perform tasks specific to one or more of the following unit(s): Source Control Administration, Pre-treatment, Technical Services, R2P@ and Field Monitoring, and Sewer Operations/Spot Repairs.
