Introduction

Appointment Type: Temporary - Exempt.  The position is excluded by the Charter from competitive civil service examination process.  The successful candidate shall serve at the discretion of the appointing officer.  This position is funded by temporary salaries.

The 9920 Public Service Aide – Assistant to Professionals Audit Intern Program was established to ensure excellent performance in the City and County of San Francisco's auditor series. The Audit Intern Program introduces incumbents to career opportunities in the auditing field by allowing them to learn about the auditing work environment and to interact with experienced mentors in the Office of the Controller’s City Services Auditor Division, Audits Unit (CSA Audits).

Interns are trained in a 10 to 12-week summer program, requiring a commitment of 24-40 hours per week, with a possibility of extending employment beyond the summer on a part-time basis. While the appointment may be either part-time or full-time, the total hours worked may not exceed 1,040. The Audit Intern Program is designed to provide organized training and work experience under the mentorship of experienced CSA auditors. Assigned duties increase in scope and difficulty within prescribed performance planning guidelines.

Interns will assist the City Services Auditor staff in completing audits. Typical tasks assigned to interns may include:

  • Under direct supervision, planning, organizing, and conducting compliance, investigative and performance audits, program evaluations, or analytical analysis.
  • Analyzing and reviewing policies and internal controls, management practices, and operations of governmental agencies, vendors, contractors, and other parties that do business with the City.
  • Gathering relevant data and analyzing it for audit decisions using both qualitative and quantitative techniques.

Interns will be required to use multiple computer applications in completing their work. This may include spreadsheets, databases, statistical software packages, and Web searches to access data, perform data manipulations and analysis, and develop audit working papers and reports, including charts and graphs.

Typical assignments for Audits Interns include limited-scope audits and assessments such as:

Payroll – Assess whether departments accurately paid certain premium pays, complied with eligibility provisions or labor agreements for the premium pay, and used adequate and effective internal controls in the pay process.

Cash Disbursements – Assess the adequacy of departments’ internal control structures and whether cash disbursements are made in accordance with governing policies and procedures while adequately safeguarding the City’s resources. (Departments have the authority to directly purchase commodities and services valued at $10,000 or less.)

Cash Receipts – Assess the adequacy of cash-handling processes and controls. The assessments determine whether departments have effective controls to accurately collect and safeguard cash and properly and promptly deposit the cash they receive.

Inventory – Assess inventory processes and controls. Also, ensure that materials, supplies, and tools are accurately accounted for, adequately organized, and properly secured.

Contract Audits – Assess whether departments and contractors have complied with contract terms and provisions.

Work is evaluated on the basis of progress in the program, which includes but is not limited to:

  • Auditing
  • Knowledge of the fundamentals of auditing and risk analysis
  • Written and oral communication
  • Computer proficiency
  • Human relations ability

Interns work with increased independence as professional competence is demonstrated. Failure to demonstrate professional competence, or the inability to complete the program, will result in dismissal from employment or termination of an assignment in Class 9920.

Intern Mentors and Supervisors
During the internship, interns are assigned a mentor and supervisors to guide and train them. There may be multiple supervisors during a rotation and/or supervisors may change, depending on the training topic. In some cases, the mentor and supervisor will be the same person. Mentors and supervisors work closely together to provide interns with comprehensive, quality training.

Training Workshops
Interns attend various training workshops to build their technical competencies and develop an understanding of the City's processes, policies, and procedures, with emphasis on their relationship to auditing.

Minimum Qualifications

Minimum Qualifications:
Having no more than one year of studies remaining in an accredited bachelor’s or master’s degree program at an accredited college or university in business, public administration, public policy, accounting, finance, economics, statistics, the social sciences, English, information systems, or a related field.

No previous audit experience is necessary for this classification. Candidates must be willing to learn auditing principles and practices and receive on-the-job training to acquire the ability to apply professional standards and develop auditing skills.

Selection Procedures

The selection process will include an evaluation of applications and an assessment of candidates' relative job-related knowledge, skills and abilities by performance oral interview. Written and performance exercises may be included. Only those applicants most closely meeting the needs of the Department will be invited to participate in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.

Conviction History

If you receive a conditional offer of employment, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
