Appointment Type: Temporary Exempt (TEX), SFPUC’s Power Enterprise is hiring for two positions under the Wholesale & Retail Services Group. These positions are excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
ABOUT THE SAN FRANCISCO PUBLIC UTILITIES COMMISSION (SFPUC)
The San Francisco Public Utilities Commission is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and greenhouse gas-free hydroelectric & solar power to San Francisco's municipal departments and select local residential and business communities through the CleanPowerSF and Hetch Hetchy Power programs.
The SFPUC is comprised of three essential 24/7 service utilities: Water, Wastewater and Power. The mission of the SFPUC is to provide customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and that sustains the resources entrusted to our care. These functions are supported by the Business Services, Infrastructure and External Affairs bureaus. ABOUT THE POWER ENTERPRISE
The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MW of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 70 MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profile. Both of these power programs’ supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs. In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco streets and pedestrian lighting.
ABOUT THE WHOLESALE & RETAIL SERVICES GROUP
The Wholesale and Retail Services Group manages the City’s FERC regulated contracts for transmission and distribution wheeling and interconnection services; prepares load forecasts (short-, medium- and long-term); prepares and monitors the power/transmission/distribution budget and revenue projections; serves as the Meter Data Management Agent for the Publicly Owned Utility; schedules and settles all transactions in the CAISO markets; serves as the subject matter expert for CAISO markets and requirements; manages all power related data systems and applications; is responsible for Risk Management activities; and, provides business analysis services to inform operational systems planning, budgeting, strategic planning and capital investment decisions across the Power Enterprise.
Risk Management & Business Analysis Specialist
Under direction of the Risk Management and Business Analysis Manager, the 5602 Utility Specialist position provides financial forecasting, risk management, long term planning, business analysis and other analytical and policy support on business and strategic planning matters that affect San Francisco's energy interests, in particular the operations and business opportunities of the Power Enterprise of the SFPUC. Responsibilities include developing analytical tools to evaluate risk, current operations and new business opportunities, contract evaluation and negotiations, assessing the City's rights and ability to develop and deliver power supply, transmission and distribution services, developing and designing rates for these services; fostering new load serving opportunities; and evaluation of new regulatory and legislative requirements.
Essential duties include:
- Develops analytical and predictive models, conducts technical and economic feasibility, cost-benefit and risk assessment analyses of sales and service offerings and capital projects
- Manages the Power Enterprise's Energy Trading Risk Management policy, provides analytical support to both HHP and CPSF in evaluating portfolio risk; supports the Risk Management Committee
- Develops and implements multi-year operating, financial and capital plans
- Directly negotiates and/or supports negotiations of complex, multi-year sales and service contracts
- Identifies operational, capital and regulatory constraints and develops and recommends strategies to improve operations, mitigate risks, increase revenues and decrease costs
- Serves as technical and subject matter expert
- Supervises and trains Utility Analysts and other technical personnel
- These duties include development of persuasive written and oral analyses and presentations as well as development of quantitative analyses (spreadsheet and model development) and written summaries of those analyses
- Other duties as assigned.
Retail Services Specialist
Under general direction, conducts complex studies and analyses; develops, implements and documents analytical and predictive models and systems including for short-, medium-, and long-term forecasting; under direction, conducts contract negotiations; provides analytical support for regulatory proceedings, including serving as the City's expert in hearings, mediation, arbitration and technical working groups; provides analytical support for all phases of meter data collection and processing; performs rate studies and scenario analyses; develops financial forecasts and budgets; manages and administers wholesale and retail contracts; provides guidance and training for junior analysts; prepares and presents analyses to colleagues, decision-makers and other stakeholders; develops, documents and updates business processes, section policies and procedures.
Essential duties include:
- Prepares analyses, correspondence and reports to support Power's interactions with the California ISO, the City's Scheduling Coordinator, PG&E and other City agencies
- Queries large databases and performs analysis of resulting data sets to produce required information and reports; develops criteria specifications for reporting
- Provides cost recovery or feasibility analyses to support evaluation of projects, contracts and proposed rate structures
- Develops and maintains models for short and long-term load forecasting
- Provides analyses, as required, to support the City's activities in regulatory forums; prepares testimony, protests or reports as needed; may serve as the City's witness in regulatory proceedings
- Provides key assistance in evaluating, integrating and testing software and interfaces used for processing electric data
- May serve as Project Manager on large feasibility studies
- Develops and implements policies and procedures for various Retail Services areas of responsibility
- May serve as lead analyst for financial or operational audits
- May serve as lead in negotiating agreements with other departments and agencies and resolving issues in those relationships
- Plans, implements and documents new procedures and processes necessary to comply with regulatory requirements, City policy and Power Enterprise business practices
- May coordinate the work of ther analysts as lead on some projects
- Other duties as assigned.
1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND
2. Four (4) years of verifiable journey-level experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.
SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.
License of Certificate: Specific positions may require possession of a valid Class C California driver’s license.
