APPOINTMENT TYPE: Temporary Exempt, Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

 

POSITION DESCRIPTION:
Under the direction of the Project Manager III (Deputy Director of Project Delivery and Support), the Project Manager II, will act as the Deputy Project Manager of the Light Rail Vehicle 4 Procurement will plan, organize, direct, and manage vehicle production, delivery, testing and commissioning responsibilities of Phase II of the Light Rail Vehicle (LRV) Procurement Project. The $1.2 billion project has already procured 68 expansion LRVs and will procure an additional 151 replacement LRVs to replace the legacy fleet which is nearing the end of its useful life.

 

The Deputy Project Manager is responsible for managing the design, production, testing and commissioning of new vehicles, including the start of Phase II design and delivery. The position is responsible for managing a diverse team of San Francisco Municipal Transportation Agency (SFMTA) technical staff and multiple consultants. This team will be expected to apply extensive knowledge of transit vehicle engineering principles in the monitoring and enforcement of vehicle design specifications.

 

The LRV4 team is part of the Transit Project Delivery and Support unit. Transit Project Delivery is comprised of five integrated units: Transit Capital Planning, Fleet Engineering, Quality Control and Assurance, Maintenance Training, and Transit Technology. Transit Project Delivery supports capital projects from their formation, through development, implementation, and acceptance. This team advocates for needs of Transit’s operations and maintenance staff, the city’s quarter-million daily riders, and ensures the quality of transit infrastructure and rolling stock through funding and project support.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Manages project teams to deliver project that meet project scope, schedule and budget.  
  • Project management, contract administration, budgeting negotiations, planning and making public presentation.
  • Prepares and monitors budgets, project schedules and expenditure schedule, provides reports to the project manager, identifying inconsistencies and issues across the program.
  • Represents the Project Management Team at meetings with SFMTA and funding agencies such as SFCTA, FTA, MTC etc.
  • Monitors day to day operations of the project including project management and controls, engineering, QA and commissioning and warranty spares teams.
  • Under guidance from the Project Manager, prepares and coordinates Requests for Proposals, manages and monitors consultant contracts, and develops contract documents; prepares contract changes.
  • Establishes and maintains effective program communication and coordination between engineering teams, contract administration, the City attorney, funding partners, oversight agencies and the executive team.
  • Tracks, records, and reports on project and program progress; flags areas of concern to the Project Manager and prepares reports to funding agencies for Project Manager review.
  • Values diversity and leads cross divisional (matrixed) collaboration and team work to drive results.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS:

  1. Possession of a bachelor’s degree in engineering, architecture or planning plus six (6) years of responsible engineering, architectural, or construction management experience; OR
  2. Possession of a bachelor’s degree in another field, plus eight (8) years of responsible experience in a field directly related to the project; OR
  3. Ten (10) years engineering, architectural, or construction management experience in a field directly related to the project; OR
  4. Valid California Registration as a Professional Engineer or Architect, plus two (2) years of project coordination experience or resident engineer experience.

Notes:

  1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
  2. One year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  1. Project Management Professional (PMP) Certification.
  2. Professional experience managing similar complex large-scale light rail projects in vehicle procurement, engineering, design, construction, testing, manufacturing, and/or maintenance of transit vehicle equipment.
  3. Experience managing complex multi-facetted transit projects, consultant contracts and/or direct staff.
  4. Experience in technical aspects of civil, mechanical, electrical, structural, and geotechnical engineering design and specifications, financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.
  5. Ability to communicate effectively with staff and representatives of business and public interest groups, organizations, and public officials in clarifying and interpreting planning policy and regulations.

Disaster Service Workers

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
