Position:

The Department of Technology is the centralized technology services provider within San Francisco City & County government, delivering technology infrastructure and services to approximately 33,000 employees and 800,000 residents. The department has an annual operating budget of over $130M and contains over 220 employees. Core service areas include: Infrastructure and Operations, Technology Security, Service Delivery & Management, Enterprise Applications, Project Management Office, Public Safety Systems & Wiring, Technology Administration, Policy & Governance and IT Public Communications. 

 

The Department of Technology is seeking an experienced and enthusiastic Project Manager to lead important City technology projects.  Working in partnership with City Departments, these projects modernize infrastructure and implement applications that are mission critical to the City.  The Project Manager has the responsibility to perform project scoping, develop projects strategies, prepare and monitor the project budget and control project costs; contribute to system architecture/infrastructure planning; manage contractors and vendors; develop and implement strategic and change management plans; assess risk; coordinate the work of a multi-disciplinary staff which may cross more than one department, technical, and functional areas; manage the performance of project staff; develop implementation plans including deployment and training; and most importantly, proactively communicating project status, issues, and success to all stakeholders.

 

He/she will collaborate with many technology teams and City leadership. This individual will be a self-starter, excellent communicator, outstanding motivator, and a people leader. Above all the person is expected to be an active collaborator across multiple technology and business stakeholders, vendor partners and the team members.

Job Type:
The Temporary Exempt- Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. The anticipated duration of this project position is thirty-six(36) months and will not result in an eligible list or permanent civil service hiring.

Nature of Work:
Incumbent must be willing to work a 40-hour per week schedule and may be required to work additional hours when necessary as determined by the department. Travel within San Francisco may be required. The individual hired for this "essential" function/position is expected to answer calls/e-mails via a department-provided mobile device within a reasonable time frame.

Work Location:
Incumbent will conduct the majority of work at the Department of Technology, 1 South Van Ness. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

 


 

Minimum Qualifications

A Bachelor's Degree in Computer Science, Information Technology or other closely related field AND four (4) years of experience implementing and managing integrated information systems projects; OR

Eight (8) years of experience implementing and managing integrated information systems projects

Highly Desirable Qualifications:

§  Experience having worked on projects involving moving or optimizing complex IT Data Centers.

§  Experience with infrastructure projects involving VoIP, network, Cloud computing, data management, and/or custom applications.

§  Experience migrating applications off of a mainframe environment to cloud-based solutions (internal or external cloud).

§  Demonstrated ability to develop clear program strategies, supporting business case and various high-level program plans.

§  Two (2) years of Program or Portfolio Management experience.

§  Possession of Information Technology Infrastructure Library (ITIL) certification or LEAN Certification.

§  Agile/scrum master certification.


Special Requirements:

Criminal Justice Information Services (CJIS) Security Clearance may be required. (See Security Clearances and Background Investigations below). 

Must maintain a valid driver license.

Supplemental Questionnaire (Qualifying and Informational):

Disaster Service Workers
