The Department of Public Health (DPH) is accepting applications for one (1) temporary exempt (up to 3 years) 2320 Registered Nurse Informatics Principal Trainer to join the Epic Implementation Team. This position will support the specialty area including, but not limited to, Rehab, Long Term Care, and Behavioral Health. The incumbent will primarily work on the Epic Long Term Care and Behavioral Health modules of the Epic electronic health record.

 

APPOINTMENT TYPE: This is a Temporary Exempt (TEX Category 18) recruitment that may not exceed 3 years. Exempt employees are considered "at will". These positions are excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.  

 

POSITION DESCRIPTION:

The San Francisco Department of Public Health (DPH) will be implementing the Epic electronic health record. Under the direction of an IT Epic Training Manager, the Epic Informatics Registered Nurse Principle Trainer will play a crucial role in the development of an engaging training curricula that integrates build configurations with departmental and end-user workflows to make the system meaningful and useful.

The Epic Informatics Team is responsible for designing, configuring, testing, implementing, and training the clinical and financial aspects of the DPH Electronic Health Record. The ideal candidate is well-respected among their peers and has an intimate understanding of both departmental workflows and the use of electronic health records in the hospital, long term and ambulatory care are specific to an Epic module.


ESSENTIAL DUTIES:

  • Support associated integration with various diagnostic/ancillary systems and devices;
  • Support a robust informatics program within the organization;
  • Collaborate with clinical groups and operations in configuring, training and/or optimizing the Epic EHR implementation;
  • Collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, and recommendations and utilization of best practices;
  • Work with the informatics team to translate health system strategies and requirements into strategic informatics implementation plans for the new EHR, such as the development of governance structures related to data collection, retrieval, analysis and interpretation to assist in optimization of patient outcomes and/or effectiveness, and efficiency (through the use of clinical decision support tools and embedded Evidence Based Practice where appropriate);
  • Utilize the knowledge and skills of clinical practice to determine the appropriate informatics workflow for clinical or related functions when appropriate, ensuring consistency with professional standards of practice and mandated requirements;
  • Evaluate workflows and recommend re-engineering of processes around utilization of computerized applications, including the new EHR to improve the workflow of patient care and to maximize departmental and organizational efficiency and effectiveness; P
  • Provide on-going end user EHR and key systems education and support, with upgrades, new releases, enhanced functionality, and new modules;
  • Support programs and activities that contribute to individual and group staff development and capacity building;
  • Maintain a working knowledge of applicable federal, state, local, and private laws and regulations in relation to clinical documentation and electronic medical records;
  • Other job related duties as assigned.

Minimum Qualifications

1. License: Possession of a valid permanent/temporary (including interim permit) California Registered Nurse License; AND

2. Experience:

    (A) One (1) year of verifiable experience (equivalent to 2000 hours) as a Registered Nurse in Nurse Informatics, which includes the use of information structures, information processes, nursing science, and information technology to support nurses, consumers, patients, the inter-professional health care team, and other stakeholders in their decision making; OR

    (B) Master's degree in Nurse Informatics from a Nurse Informatics training program.

The above minimum qualifications reflect special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

3. Cardiopulmonary Resuscitation (CPR) Certificate Requirement/Provision:

Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate issued by the American Heart Association is required as a provision to employment for all positions. Eligibles who do not possess such a certification may participate in this examination process and be appointed to a position, but will be required to obtain the certificate within two (2) weeks of hire date and maintain validity throughout length of employment. A photocopy of the valid CPR certificate must be provided to the appropriate supervisor of the appointment within the allotted time frame. Failure to demonstrate/show proof of possession of valid certification within two (2) weeks of hire date and throughout length of employment may result in dismissal and/or termination of employment.

As of October 14, 2016, in order to place you at the appropriate salary step, your application must contain verifiable RN employment history for up to 21 years. A resume cannot substitute for the need to fully complete your employment application.


Desired Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidate(s) are referred for hiring.

  • Possession of Epic certification in Clinical Documentation and/or Long Term Care.
  • Proficiency with basic word processing and presentation applications (i.e. MS Office: Word, Excel, PowerPoint).
  • Knowledge of flow diagramming applications and collaboration platforms, (i.e. Visio, SharePoint) required.
  • Understanding of Lean fundamentals including, but not limited to, A3 thinking, Value Stream Mapping, and Kaizen events.
  • Understanding of applicable federal, state, local, and private laws and regulations in relation to the processes of the area of purview and electronic health records.
  • Understanding of hospital policies related to the OR, AORN policies, and the Joint Commission requirements, such as AORN's recommendations and definitions for the times that should be captured during a surgical case.


Condition of Employment: Epic Certification

Possession of a valid Epic module certification applicable to the Epic specialty area of the position is a condition of employment for this position. You must possess a valid Epic certification within 6 months of hire. The Department of Public Health will sponsor the Epic module certification (e.g. travel expenses to be trained in Epic and initial certification fees) for the final candidate. Travel to Wisconsin is required to attend Epic training. After completion of the Epic training course, the candidate will have up to three (3) opportunities to test for their specialty area's Epic module certification. Appointees will be required to maintain validity of required Epic certification throughout length of employment.

Selection Procedures

Departmental Review:

The selection process will include an evaluation of applicants in relations to minimum requirements. Depending on the number of applicants, the Department may establish additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants who qualifications most closely meet the needs of the Department will be invited for an interview. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. Disaster Service Workers

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.

Medical Examination/Drug Testing: Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
