About the External Affairs Bureau

The External Affairs Bureau of the San Francisco Public Utilities Commission (SFPUC) oversees the Agency’s local, state, and federal legislative and policy activities, communications and community engagement, community benefits and environmental justice programs, agency-wide strategic planning, sustainability, and strategic initiatives.

POSITION DESCRIPTION

The 1824 Strategic Planning, Sustainability and Budget Analyst will serve under supervision of the Deputy Assistant General Manager, External Affairs. This position will ensure the bureau has a strong operational and strategic foundation for future growth, and it will manage several high-profile strategic initiatives that touch upon all aspects of the SFPUC’s operations. The position will directly oversee all essential administrative functions of the External Affairs Bureau and work closely with leaders and managers from the Communications, Community Benefits , and Policy and Government divisions.

This position will be the primary lead of critical, agency-wide planning efforts including the five-year strategic planning process and implementation (https://sfwater.org/Modules/ShowDocument.aspx?documentid=10846), - as well as assessment and overhaul of the agency’s sustainability plan (https://sfwater.org/index.aspx?page=166). This work entails management of an intra-agency steering committee and additional resources charged with setting objectives, work plans and performance measures associated with the respective planning efforts. In addition, this position will play an essential lead role in managing the budget, contracting and grant oversight processes of the External Affairs bureau. Oversight of administration functions include ensuring that bureau’s hiring plan is current and that all managers are executing hiring strategy. This position will manage at least one other analyst on performance evaluation and strategic planning.

Duties for the Senior Administrative Analyst include but are not limited to:

Strategic Plan and Sustainability

  • Manage workplan and coordination of strategic planning steering committee and external support consultants
  • Lead briefings to Executive Leadership on status and progress on goals and objectives
  • Lead development and operationalization of performance measures and measurement tracking system and reporting platform for executive leadership
  • Develop and oversee workplan for Year 2 to Year 5 implementation of strategic plan objectives and internal communications
  • Oversee assessment and future organizational role of SFPUC’s sustainability report with support of external consultants
  • Oversee high-quality production and external reporting of agency performance metrics and data utilizing Salesforce and Power BI
  • In partnership with the Communications team, develop a consistent communications strategy for agency planning functions

Budget, Finance & Operations

  • Manage annual and biannual budget development for External Affairs bureau in consultation with External Affairs division managers     
  • Track, manage and monitor ongoing spending rates for External Affairs bureau and forecast expected financial needs      
  • Oversee development of consistent practices and management of bureau’s contracts and grants   
  • Lead training of respective contract managers and perform regular spending checks      
  • Coordinate with SFPUC Finance and Human Resource departments as well as other agencies on budgeting and finance process
  • Provide regular updates to External Affairs management on budget status and forecast and advise on any changes needed
  • Manage External Affairs hiring plan and organizational chart and coordinate with managers on hiring strategy      
  • Support the Deputy AGM to ensure consistency in the hiring processes for all External Affairs positions documenting and ensuring that managers have support in assessing staffing needs    
  • Support the Deputy AGM to develop consistent strategies for training and assessing staff growth and performance
  • Support the Deputy AGM to develop policies and procedures for prioritizing training, travel, sponsorships, and memberships across External Affairs
  • Support special projects and efforts to develop operational efficiencies for the External Affairs bureau.

Minimum Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to two (2) years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Desirable Qualifications

  • Certified Salesforce System Administrator
  • Experience managing large-scale, complex metrics and data
  • Familiarity with principles of budgeting and accounting systems used by the SFPUC and other City and County of San Francisco (CCSF) departments

Supplemental Questionnaire

Disaster Service Workers
