Introduction

APPOINTMENT TYPE:

This is a full-time, Temporary Exempt (TEX) position, with a duration of up to 36 months. This position is excluded by the Charter from the competitive Civil Service examination process, and shall serve at the discretion of the Appointing Officer.

OFFICE OF THE TREASURER & TAX COLLECTOR DEPARTMENT OVERVIEW:

The Office of the Treasurer & Tax Collector, serves as the banker, tax collector, collection agent, and investment officer for the City and County of San Francisco. As the entity responsible for safeguarding the City's money, the Office uses this expertise and authority to assist San Francisco residents through award-winning programs and initiatives that help low income families build economic security and mobility.

OFFICE OF FINANCIAL EMPOWERMENT OVERVIEW:

The San Francisco Office of Financial Empowerment (OFE) is a unique private-public partnership housed in the Office of the Treasurer & Tax Collector. OFE is a convener, innovator, and advocate that leverages the power of City Hall to strengthen economic security and mobility for low income families who live, work or receive services in San Francisco. This work includes Kindergarten to College (K2C), the first publicly-funded universal children’s savings program of its kind in the country now managing accounts for over 42,000 public school children.  In addition, OFE also provides Smart Money Coaching, which provides free one-on-one financial coaching across San Francisco; Bank On San Francisco, which helps individuals access safe, affordable accounts at responsible banks and credit unions; Bank On Youth, which equips young people with a safe bank account, and strategies to save during employment; policy efforts to fight predatory financial practices and help low-income families build and protect wealth; and an Economic Mobility Lab (mLab) that tests new innovations. POSITION DESCRIPTION:

The K2C Program Manager will join a team in the Office of the Treasurer & Tax Collector and will report to the Director of the Office of Financial Empowerment.  This position will lead the Kindergarten to College (K2C) initiative at an exciting time of growth and new challenges. K2C is a pioneering program entering its eleventh school year of operations; in a few short years, the first class of savers will be headed to college.

K2C has also recently received significant new funding for expansion, has a strong working partnership with the San Francisco Unified School District (SFUSD) and other community partners and continues to influence the broader Children’s Savings Account field it helped to create.  The K2C Program Manager will play a vital role in the ongoing work of the OFE by providing the overall strategic vision for the K2C program (in partnership with the Director, Treasurer and other senior staff within the Treasurer’s Office) while also leading the program on a day-to-day basis.

This is an ideal opportunity for an individual with strong leadership and operational skills who is passionate about financial empowerment, education, and helping young people succeed, particularly young people from low-income communities and communities of color.   The ideal candidate will be a dynamic, hard-working leader with strong communication skills, who is equally eager to chart out K2C’s future as they are willing to roll up their sleeves and troubleshoot issues that arise along the way.  

ESSENTIAL DUTIES:

The Kindergarten to College (K2C) Program Manager is responsible for the implementation, administration and expansion of the San Francisco K2C program – a universal college savings program which enrolls over 5,000 new San Francisco public school children in college savings accounts each year, and manages over 55,000 existing accounts. 

The Essential Functions of the position include:

  1. Manages all day-to-day aspects of the K2C Program; implements and evaluates changes to improve program results, operations and efficiencies; determines and implements policies, procedures, best practices, priorities and performance standards;
  2. Collaborates with the Office of Financial Empowerment (OFE) Director to set the strategic direction for the K2C Program, developing goals and objectives and identifying the means to meet them;
  3. Serves as the main point of contact for all key relationships for the K2C program including City agencies, San Francisco Unified School District, financial institution partners, community groups and non-profits, evaluators, vendors, national stakeholders and other program partners;
  4. Manages the K2C team, evaluates employees’ performance and other personnel-related administrative tasks;
  5. Designs, leads and implements all community outreach and marketing efforts in conjunction with K2C staff in order to drive program participation and increase savings rates, particularly in low-income communities and communities of color; creates a comprehensive marketing and outreach plan that includes direct marketing, community outreach and events, engaging and managing community partners, and the production of all marketing materials and promotional campaigns; directs social media and websites, plans media events and produces press releases; formulates marketing strategy for K2C for students and families in all grades K-12;
  6. Develops and implements fundraising strategies to raise funds from private, corporate and individual philanthropy; manages funder relationships, tracks grants and produces grant reports;
  7. Administers matching and incentive programs, opens, manages, and reconciles K2C accounts, oversees the flow and management of data for K2C accounts; manages and oversees program evaluation, data-tracking efforts, research, and reporting;
  8. Helps staff solve individual and systemic issues that arise with the program, including making individual decisions, creating standardized procedures, and elevating issues as needed; 
  9. Develops and manages the program budget, tracking invoices, grants, and all other financial aspects of the program; develops contracts and scopes of work for financial institution, database provider, community partners, and other vendors contractors and grantees;
  10. Implements a strategy for technical assistance, provides information and documentation, conducts presentations, webinars, calls, participates in conferences and meetings;
  11. Supervises contractors and administers contracts in conjunction with K2C team; assists with Requests for Proposal when necessary;
  12. Performs other related duties as required.

Minimum Qualifications

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
    Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  2. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A.

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Experience in financial empowerment programs, SFUSD, educational programming, or working with parents and children. 
  • Experience performing outreach and engagement with low-income communities of color.• Experience managing staff. Ability to both envision the big picture and create strategy and also manage the day-to-day details.
  • Strong ability to take initiative and provide direction on new projects.
  • Strong project management skills
  • Excellent written and oral communication skills.
  • Demonstrated interest in moving forward policy or programmatic reforms.
