Introduction

MISSION STATEMENT  

It is the mission of the San Francisco Juvenile Probation Department to serve the needs of youth and families who are brought to our attention with care and compassion; to identify and respond to the individual risks and needs presented by each youth; to engage fiscally sound and culturally competent strategies that promote the best interests of the youth; to provide victims with opportunities for restoration; to identify and utilize the least restrictive interventions and placements that do not compromise public safety; to hold youth accountable for their actions while providing them with opportunities and assisting them to develop new skills and competencies; and contribute to the overall quality of life for the citizens of San Francisco within the sound framework of public safety as outlined in the Welfare & Institutions Code.  

ABOUT US

The Juvenile Probation Department has a workforce of 218 budgeted full-time equivalent positions and an annual operating budget of $44 million. It is comprised of three major divisions, namely: Probation Services, Juvenile Hall, and Administration.

POSITION DESCRIPTION

The Accountant IV’s major areas of responsibility are:

1. Grants Accounting – Manage $9 million in annual grants from federal, state, and private agencies. Be cognizant of, and comply with, the fiscal rules and regulations that come with these grants. In addition, the position is expected to:

· Handle internal and external audits, including responding to auditors’ questions, providing sampling documents, instituting corrective actions, and resolving other fiscal-related issues arising from the audit.

· Reconcile each grant quarterly and resolve any resulting issues.

· Prepare and disseminate internal reports to management and program managers.

· Prepare and submit external reports on time as required by the grantor.

· Collaborate with program managers to ensure that program expectations align with the grant budget.

· Maintain the integrity of each grant’s accounting structure so that it is logical and lends itself well to financial reporting.  

2. Fund Accounting – Manage $42 million in annual expenditure budget. In managing these funds, the Accountant IV is expected to:

· Reconcile each fund quarterly, ensuring that each General Ledger account is balanced.

· Maintain a sound, robust, and logical hierarchical organization of the department’s Chart of Accounts within the framework of the City’s new financial system, Peoplesoft Financials and Procurement System.

· Lead accounting staff in the year-beginning and year-end processes.

· Review and approve journal entries.

· Interface courteously and effectively with the Controller’s Office fund accountants.

3.    Managerial Accounting – Ensure that day-to-day accounting operations run smoothly, and that any issues are addressed promptly and efficiently. This area of responsibility includes:

· Accounts Payable

· Revenue Accounting & Cash Management

· Interdepartmental Services (Work Orders)

· Overhead Cost Allocation

· Financial Reporting, which includes—but is not limited to—these reports: Payroll Projection & Staffing Plan, Spending Plan, Six- & Nine-Month Budget Status, Budget vs Actual.

4. Mentoring, Supporting, and Collaborating – In addition to possessing the knowledge, skills, and abilities related to accounting and budgeting, the Accountant IV must possess high emotional intelligence, and contribute to cultivating positive organizational values, including:

· Striving for transparency and accountability; conduct financial affairs with integrity.

· Mentoring accounting staff patiently; support their career objectives.

· Collaborating with the Contracting & Procuring arm of the Finance Unit.,

· Providing excellent customer service to other employees, suppliers, juveniles and their family, the general public, and all other stakeholders of the department.

5. Other Duties and Responsibilities as Assigned – Include, but are not limited to:

· Develop new policies and procedures as necessary; update current ones.

· Manage the Confiscated Funds Cleanup Project.

· Manage Restitution payments.

· Attend the Juvenile Probation Commission meetings when requested to do so.

Minimum Qualifications

Education and Experience:

1.    Requires a baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration or a closely related field. Such education must include at least  eighteen (18) semester units or  twenty-four (24) quarter units of coursework in accounting; AND

Six (6) years of professional accounting experience which includes analysis or problem solving.  Experience must include: Working with automated financial system (preferably a government system), performing difficult and responsible accounting and reporting work, preparing financial records, reports, and financial statements, in compliance with General Accepted Accounting Principles.  Experience must include two (2) years of verifiable experience supervising subordinate staff. OR

2. City and County of San Francisco Employees with six (6) years of professional accounting experience including experience as a 1652 Accounting II or 1654 Accountant III.  Experience must include two (2) years of verifiable experience supervising subordinate staff.

Substitution:

A Master’s degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

Note: Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
