Temporary Exempt (TEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. Maximum duration is 18 months.
Under general direction, the 1654 Accountant III performs complex accounting functions consistent with Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) standards, auditing procedures, and City policies and procedures. Essential functions provided to Airport Accounting’s Revenue Accounting Unit include, but are not limited to: processes and pre-audits accounting documents and transactions in conformance with established procedures and controls; reviews, prepares, reconciles and supervises the preparation of complex financial reports; reviews, reconciles and audits accounting records of revenues and receipts to ensure accounting accuracy and control; may supervise subordinate staff by delegating, planning, directing and assigning accounting work; performs fiscal year-end closing activities; analyzes, recommends new or updated accounting policies, procedures and internal controls and re-aligns business practices to improve operations; maintains current knowledge of applicable ordinances, rules, regulations, policies and standards; presents and explains reports to financial and non-financial managers, co-workers, and clients; assists in coordinating, defining, developing and maintaining financial data extracts, reports and interfaces; assists in the identification of functional processing and reporting requirements, end-user testing and documentation, implementation support for financial processing and reporting systems; assists in the identification, creation and maintenance of accounting codes and structures to ensure accurate recording, reporting and control in financial systems; performs special projects and other duties as assigned.
The essential functions of this position include:
Prepare monthly reconciliations, including revenue and bank reconciliations, and related adjusting journal entries.
Prepare quarterly and year-end audit client prepared schedules and assist with quarterly and year-end financial statements preparation and analysis.
Coordinate and resolve issues with the City Controller’s Office, Property Management and Billing System (PMBS) and Ground Transportation Management System (GTMS) project teams.
Assist in the interface of subsystems to the City financial system.
Assist in the timely application of cash receipts including payment on account, billing authorization forms and adjustments, and revenue collections.
Approve revenue claims for refund and ensure adherence to procedures for internal control.
Perform and assist in the research and analysis of tenant accounts related to cash application. Work with revenue collection staff on finance charge issue related to cash application.
Update revenue desk manual to reflect PeopleSoft processes.
Perform other duties as assigned.
- Possession of a baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration, or related field. Such education must include eighteen(18) semester units or twenty-four ( 24) quarter units of coursework in accounting, AND four (4) years of professional accounting which includes analysis or problem solving. Experience must include: Working with an automated financial system, (preferably a government system) performing difficult and responsible accounting, as well as preparing financial records and reports. OR
- City and County of San Francisco Employees with four (4) years of professional accounting experience including experience as a 1652 Accountant II.
A Master's degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
