The mission of the San Francisco Department of Elections’ (Department) is to conduct all public federal, state, district and municipal elections in a manner that is free, fair, and functional.

The Department follows rules and regulations established by federal, state, and local laws, including the Voting Rights Act, the Help America Vote Act, the Americans with Disabilities Act, and the City’s Language Access Ordinance. To inspire confidence in the integrity of the elections processes, the Department operates in an open and transparent manner.

As part of its outreach for the debut of a new voting system in November 2019, the Department is seeking outgoing, civic-minded, and bilingual individuals to administer voting machine demonstrations at venues throughout the City. Demonstrators will spend the majority of their time out in the field engaging members of the public.

To ensure as many City residents as possible have the opportunity to get hands-on experience with the new system, presenters will conduct events in all City neighborhoods. Presenters will serve as the public face of the Department and must be able to provide accurate election information in an engaging manner. Applicants must be bilingual in English and Spanish with a high command of English.

Position Description
The ideal candidate is reliable, team-player, and personable. The applicant should have meaningful experience learning new subject matter quickly and presenting that information in a clear and engaging manner to a public audience. Successful applicants for this position must demonstrate an ability to communicate verbally in English and Spanish.

Out in the field, voting system presenters will provide election information, help prospective voters interact with the City’s new voting system, explain differences between the new system and the previous system, and answer questions about what to expect at the polls. At City Hall, voting system demonstrators may be asked to work on other projects, some of which may involve collaboration with personnel from other Department divisions.

Work Schedule/Duration
This is a seasonal position, beginning on or around August 1, 2019. A successful candidate will have the opportunity to assist with various election projects for the November 2019 and March 2020 election cycles, approximately through April 2020.

Weekly hours will generally range between 25 and 40, usually between 8 a.m. and 5 p.m., Monday through Friday, but some paid evening and weekend overtime hours will likely be required. Working overtime is common during an election cycle, especially before, on, and after Election Day; the person in this position may occasionally work 60-70 hours per week.

Voting system presenters may spend long hours standing outside, occasionally assist in lifting and moving of up to 70 pounds of voting equipment, and will travel often by car or public transit to various locations in San Francisco. In providing outreach on the City’s new voting system, presenters will:

  • Post and present educational materials at demonstration events
  • Set up and break down voting machines, pop-up tents, tables, chairs, and voting booths
  • Provide accurate, Department-approved information to members of the public and the media
  • Conduct question and answer sessions after demonstrations
  • Proactively seek feedback from event attendees regarding their experience and understanding
  • Assisting with other election-related functions, both in the field and at City Hall, as needed


This position requires significant urban driving. Candidates must have a valid California driver’s license and be willing and able to drive in frequently congested areas in order to reach various outreach venues. Candidates must also demonstrate an ability to speak and read Spanish. 

Desired Qualifications

  • Ability to read, write, and speak English and Spanish, with a high command of English
  • Recent and successful experience in public speaking, community outreach, or teaching
  • Aptitude for establishing rapport with, and communicating well with, different kinds of audiences
  • Desire to engage with diverse populations in providing non-partisan election information
  • Familiarity with San Francisco neighborhoods, street layout, districts, and communities
  • Ability to balance efficient completion of tasks with appropriate level of attention to accuracy
  • Competence with Power Point, MS Word, MS Excel, Adobe Acrobat, and online research

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

  1. One (1) year (equivalent to 2000 hours) of verifiable clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail: OR
  2. Six (6) months (equivalent to 1000 hours) of verifiable clerical experience as described in #1 and completion of a clerical training program (240 hours); OR
  3. Six (6) months (equivalent to 1000 hours) of verifiable clerical experience as described in #1 and 15 semester units (or equivalent quarter units) of coursework from an accredited college or university.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
