The mission of the Department of Elections (Department) is to provide equitable access to voting and election-related services and to conduct free, fair, and functional elections for the City and County of San Francisco.

POSITION OVERVIEW

In preparation for the September 14, 2021, California Gubernatorial Recall Election, the Department is seeking applications to fill seasonal positions of Voting Center Support Clerks. The Voting Center is located in City Hall and serves voters from all over San Francisco. Visitors may pick up or drop off vote-by-mail (VBM) ballots, register to vote (up through Election Day), obtain personal assistance, use accessible voting equipment, obtain replacement ballots, and cast ballots in person.

Personnel in these positions will closely work with other Voting Center staff to provide ballots and other election materials to voters visiting the Voting Center. Personnel in these positions may also answer general questions from voters, staff the ballot drop-off stations outside of the entrances to the Voting Center, or perform other clerical support at the Voting Center. After Election Day, personnel in these positions will transition to assisting with processing voted ballots returned by voters. 

 

POSITION SCHEDULE

The approximate start date for this position will be on August 31, 2021, and will run until several weeks after Election Day, September 14, 2021. Both start and end date will be determined by the operational needs of the Department.

Work hours are generally 8 a.m. to 5 p.m. However, work hours will vary widely in accordance with the demands of the election cycle and will range between 40 and 70 hours per week. The person in this position must be available to work overtime both during the week and on weekends as necessary. Overtime hours are paid at 1.5 the hourly rate.

This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12 month period, and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. POSITION DESCRIPTION

The ideal candidate will have the ability to follow directions, relating both to work and to worksite rules; stay focused while working accurately and consistently; and have diligent attention to detail. The position requires continuous use of hands and arms and standing for prolonged periods. Working under the supervision of the Voting Center Lead, the person in this position will perform various tasks, including:

·       Obtain materials from boxes to be issued to voters

·       Inventory materials

·       Assist voters who are dropping off their voted ballots

·       Organize and assemble voting materials and supplies

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.

1. Applicants must have a valid California driver's license and a clean DMV record.

2. Six (6) months of clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail: OR

3. Completion of 15 semester units (or equivalent quarter units) of coursework from an accredited college or university; OR

4. Completion of a clerical training program (240 hours); OR

5. Completion of an approved City and County of San Francisco Clerical Administrative training program.

The desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Interpersonal skills and ability to work as part of a team in a fast-paced, deadline-driven environment
  • Flexibility, tolerance, and stamina for standing and walking for 8 and more hours

  • Able to work independently and as a part of a team

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
