APPOINTMENT TYPE: Temporary - Exempt Full-time The General Services Agency Department of Public Works has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position is funded by temporary salaries until the permanent examination process is completed.
San Francisco Public Works: San Francisco Public Works contributes to making San Francisco a beautiful, livable, vibrant, safe and sustainable city, enhancing the quality of life in San Francisco by providing outstanding public service. It designs, builds, operates, maintains, cleans, greens, and improves the City's infrastructure, public rights of way and facilities with skill, pride, and responsiveness in partnership with the community. Public Works has about 1,400 employees, an annual budget of $259.4 million, and manages or provides consulting services to a $4.8 billion portfolio of City and County building and infrastructure capital improvement projects.
Position Description: Under general direction of the Deputy Director of Finance and Administration, this position oversees planning, administration, and policy making for all contracting activities at Public Works and will work with all managerial levels within the City and with outside agencies. Public Works also has the authority to issue contracts for construction services and currently solicits and manages at least 100 construction and professional service contracts annually worth about $200 million. The contracts group has nine employees: one 1825 Principal Administrative Analyst II, two 1823 Senior Administrative Analysts, three 1822 Administrative Analysts, two 1820 Junior Administrative Analysts, and one 1404 Clerk.
The Contracts Manager is responsible for leading the development and administration of contracting policies, procedures, programs, and information systems. This manager will represent the Department in meetings with internal management, other City leaders, Contractors, and other stakeholder groups. The Contracts Manager will work collaboratively with design and construction staff on legislative changes and serves as Public Works’ primary liaison to the City Attorney’s contracting legal team. The contracts group administers all contracting services for the department, including construction contracting and professional services supporting construction work, and other professional services agreements. Public Works capital projects are supported with City operating funds, capital planning funds, federal, state and local grants, and various bond funds. This group also supports contracting for the Operations Yard, supporting all daily operational activities and maintenance work on behalf of other City agencies.
Essential duties of the position include evaluating and developing policies and procedures to ensure that all contracts comply with all applicable laws and regulations; evaluating and recommending procedures to improve the administration of professional service, and construction contracting; evaluating and improving the contracting processes; serving as the subject matter expert in capturing the requirements for and implementation of contracts information management systems, resolving complex contracting issues in collaboration with Departmental Managers, Project Managers, Office of Contract Administration and the City Attorney’s Office, oversee the contracting process, ensuring appropriate training and communication on changes to codes, policies, and procedures, directing the administration of bid openings for construction contracts, managing the resolution of bid protests and any other disputes related to the contracting process, managing staff responsible for contracting; providing coaching and oversight and providing guidance on how to resolve difficult contracting issues; direct and implement training sessions on all aspects of contracting with internal and external stakeholders; perform outreach as needed to suppliers to ensure robust participation in the Department’s bid processes; supports audit work related to the administration of contracting by responding to requests and making process and practice changes as needed, supports the Department’s strategic plan and improves unit performance by using measures, monitoring progress and implementing improvements based on the data; perform other related duties as assigned.
2. Five (5) years of professional experience in managing construction contractual agreements and professional service contracts that support construction of buildings and/or infrastructure improvements, including three (3) years in a supervisory capacity.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
·Juris Doctorate degree.
·Experience in developing requirements for and implementing contracting information management systems.
