Introduction

This position is located in Moccasin, California in the Sierra Foothills approximately 140 miles east of San Francisco.

APPOINTMENT TYPE: Temporary Exempt: This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and the duration of the position shall not exceed 36 months.

POSITION DESCRIPTION

The Hetch Hetchy Regional Power System is composed of three hydroelectric powerhouses: Moccasin Powerhouse, which includes a small, in-line hydroelectric unit, Kirkwood Powerhouse and Holm Powerhouse. The combined total hydroelectric generating capacity for these facilities is approximately 385 megawatts. Hydroelectric generation at Moccasin and Kirkwood Powerhouses rely on gravity-driven water flowing downhill from the Hetch Hetchy Reservoir. Holm Powerhouse generates energy from gravity-driven water flowing downhill from Cherry Lake. On average, the Hetch Hetchy Power System generates 1.5 billion kilowatt hours of clean hydroelectric energy each year. The SFPUC provides this energy to its retail electric customers, wholesale electric customers and in normal-to-high precipitations years, the SFPUC sells this energy on the California energy markets. San Francisco benefits immensely from owning and operating the Hetchy Power system. Hetch Hetchy hydroelectric energy is cost-effective and 100% greenhouse gas-free. It does not produce any harmful radioactive byproducts or leave behind any waste. Its cost-effective, clean electricity keeps our environment clean and helps the City’s fiscal bottom-line.   

Reporting to the Assistant General Manager of Hetch Hetchy Water & Power, the Wildfire Manager develops documented maintenance activities on all power distribution systems to meet compliance with California Public Utilities Commission General Order 165, which established electrical distribution and transmission facilities requirements. And compliance with General Order 166, which sets standards for operation, reliability, and safety during emergencies and disasters. 

Essential Duties

  1. Direct the development of the Catastrophic Wildfire Plan to ensure compliance with state laws.
  2. Prepare Guiding Documentation for Overhead Electrical Line Maintenance and Vegetation Program.
  3. Review new State laws and applicability to electrical lines.
  4. Update current vegetation documents to reflect State laws.
  5. Work with engineer to include maintenance of electrical line and appurtenances.
  6. Create annual reporting metrics for the program.
  7. Inventory Overhead Electrical Lines: Inventory WS&T electrical overhead lines; Assist with asset setup in WS&T Maximo.
  8. Translate Guiding Document: Work with Asset Management Services to translate Guiding Document into Maximo work orders.
  9. Develop metric based reporting requirements.
  10. Evaluate annual cost.
  11. Perform resource gap analysis.
  12. Prepare budget proposal FY 2019. 

Class 0922 Wildfire Manager performs other related duties as required.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Four (4) years of experience in the operations and maintenance of rangeland, forest, watershed, and/or right-of-way lands, and the repair or rehabilitation of their components, including rangeland or forestry, vegetation management, roads, erosion control, fences, culverts, and fire management; AND

3. Possession of a valid class C Driver’s License.

SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

DESIRABLE QUALIFICATIONS:

    -          2 years of supervisory experience performing the above.
