APPOINTMENT TYPE:  Permanent-Exempt.  The General Services Agency Department of Public Works has for exempt appointment in San Francisco.  The position is excluded by the Charter from competitive civil service examination process.  This position is project funded with an anticipated duration of up to three (3) years.        

POSITION DESCRIPTION:  Provide oversight and supervision of construction inspection work for the Construction Management Section of Project Management and Construction.  Major functions include reviewing the work of Assistant and Construction Inspectors to ensure compliance with contract plans, specifications, applicable codes and safety regulations; maintenance of project documentation and the reporting of safety and traffic hazards and defective work.  

Typical duties of Senior Construction Inspector:  Oversees and performs construction inspections. Assigns and supervises the work of construction inspectors in the inspection of construction projects to ensure compliance with contract plans and specifications, applicable codes, and safety regulations. Ensures that quality assurance/quality control program for each project is developed and enforced.  Prepares and maintains project documentation and controls including daily reports, force accounts, materials testing, and other construction records for complex and difficult construction projects.  Participates in and/or conducts planning, preconstruction, coordination, progress, scheduling and field staff meetings.  Reviews plans, specifications, submittals, shop drawings, change orders, constructability reviews and contract closeout records.  Resolves disputes and difficult problems, and responds to complaints from the public that require resolution at the senior level.  Reports safety and traffic hazards, defective work and debris to the contractor for correction and ensures that the contractor corrects deficiencies.

Minimum Qualifications

The Senior Construction Inspector shall possess at time of application:   

  1. Two (2) years of verifiable full-time experience equivalent to the level of City and County of San Francisco class 6318 Construction Inspector; OR
  2. Six (6) years of verifiable full-time experience in construction inspection work insuring that plans and specifications are complied with, and the workmanship and material used meet specifications.
  3. Maintenance and possession of valid California Driver's license.

NOTE: May be required to work under extreme weather conditions such as heat or cold, climb ladders, walk on uneven surfaces and/or stand for a long duration.

VERIFICATION OF EXPERIENCE AND LICENSE(S): All applicants must submit verification of their qualifying work experience at the time of application.  Verification of qualifying work experience must be signed by the employer or the employer’s authorized representative on the employer's business letterhead and must include the name of the applicant, job title(s), dates of employment, description of job duties performed. 

City employees who qualify based solely on City employment or a combination of City employment and outside experience may submit performance evaluations as proof of qualifying City experience in lieu of other verification, but must verify outside qualifying experience as stated above.  Self-employment requires evidence of total earnings (copies of income tax returns or other official documents); occupation and duties performed which demonstrate that the applicant meets the qualification requirements. 

Selection Plan

SELECTION PROCEDURE:  Application Screening: (Qualifying) Applications will be screened for relevant qualifying experience. Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process.  Only those applicants who most closely meet the needs of the Department will be invited to participate in the interview process.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect.
