The Recreation and Park Department is accepting applications for 5502 Project Manager I in the Operations Division. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer with appointment duration of up to three (3) years.
The San Francisco Recreation and Park Department manages and maintains more than 220 parks, playgrounds, and open spaces in the city, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 24 large, full-complex recreation centers, 9 swimming pools, 5 golf courses, community gardens, sports fields and numerous clubhouses that offer a variety of sports- and arts-related recreation programs for people of all ages. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts and Lake Merced.
More than 2,000 talented individuals are part of our team, from gardeners, foresters, and recreation leaders to park patrol officers, custodians, electricians, painters and more. Our core mission, as it has been throughout our history, is to provide opportunities for San Francisco residents and visitors alike to gather, play, learn, relax, and enjoy nature in the city.
The Operations Division of San Francisco Recreation & Parks is responsible for accomplishing a wide-ranging number of small capital projects that have amassed due to years of deferred maintenance for the infrastructure that comprise the complex systems that sustain our 220 parks and their associated buildings and facilities. In addition, the Department has experienced significant growth in the receipt of philanthropic funds that now constitute nearly one-third of the Department’s revenue stream. Much of this philanthropy is in the form of funding for specific projects or gifts-in-place that donors wish to support within our park system. Both issues generate a large number of temporary projects that separately do not rise to the level of a bond-funded capital project but exceed the Administrative Code threshold for in-house work ($10,000) and require the competitive bid process. Additionally, taken together, these projects result in a substantial dollar level and their completion timelines often continue over a multi-year period.
Deferred Maintenance Projects: Each fiscal year, several million dollars is dedicated to deferred maintenance projects from the below sources:
An annual appropriation by the Recreation & Park Commission from the Open Space Fund Contingency Reserve
Several specific budget lines for deferred maintenance in the annual General Fund Capital Budget for the Department.
In addition, each fiscal year the Department receives a number of Add Back budget appropriations from the Board of Supervisors to fund project-based park improvements within specific Supervisorial Districts Philanthropy Projects Gifts-in-Place for Park Improvements: The Department is benefiting from a marked increase in philanthropic giving designed to fund specific park improvements, each of which needs a project manager to oversee the concept design, construction documents, and contractor performance to realize such gift-in-place projects on public parkland. A Project Manager I is required to plan, organize, direct, and control these complex park projects from concept through design and construction to close-out of the project contract. This professional expertise is not found in any other position or function within the Operations Division and is critical to successfully accomplishing this key responsibility for parkland maintenance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Project Manager I in the Operations Division will be responsible for overseeing the planning, design, and construction of fifteen to twenty deferred maintenance and/or philanthropy projects. Duties include, but are not limited to:
Prepares and monitors budgets and funding plans, project schedules and expenditure schedules;
Oversees the completion of conceptual design, detail design, contract documentation, and construction;
Controls project cost and schedule; reviews change orders; serves as primary contact for all parties involved in the project;
Prepares engineering designs, drawings and specifications to ensure compliance with requirements and project objectives for maintenance projects; prepares cost estimates of labor, equipment, and materials; performs routine engineering calculations;
Prepares and supervises the preparation of documents, including advertisement for bids, instructions to bidders, detailed specifications, and contract bonds; reviews and analyzes bids for conformance with specifications and for approval of final awarding of bids; negotiates contracts and contract modifications; and resolves claims and disputes;
Oversees professional and technical engineering personnel, including consultants, in the preparation of engineering studies, reports, designs, calculations, cost estimates, specifications, and contract documents for a wide variety of routine projects concerned with the construction, maintenance or operation of RDP facilities;
Prepares, reviews, and checks routine studies, calculations, designs, drawings, sketches, and plans for a variety of engineering projects using AutoCAD and other software tools;
Conducts field inspections of existing structures to determine the necessity for future construction, repair, or maintenance; conducts preliminary field studies and surveys and collects data relative to the preparation of designs and drawings; reviews and analyzes field data and results of office research to determine necessary corrective measures;
Conducts routine field inspections of construction and repair projects in progress to ensure conformance with plans, specifications and codes; checks and records work progress at various construction sites; and makes progress payments;
Gathers, prepares and maintains engineering data, records and reports;
Prepares reports, contract specifications, lists of materials, and cost estimates;
Collaborates with Structural Maintenance Yard personnel to complete projects;
Makes presentations to key stakeholders, the Recreation and Park Commission, Board of Supervisors, or other City agencies, and represents the Recreation and Park Department on task forces and working groups;
Prepares and coordinates Requests for Proposals, negotiates and monitors consultant contracts, and develops Memoranda of Understanding;
Works extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments;
Meets with other Operations Division staff to review project schedules and budgets, and assess progress or lack thereof on project implementation;
Makes recommendations on how to increase speed, efficiency, or quality of project delivery;
Leads initiatives based on those recommendations, forms inter- and intra- departmental workgroups to revise business processes, and troubleshoots projects;
Assists in the development and review of monthly financial projections;
Manages Environmental Review processes and/or obtains permits; and
Performs other duties as required.
1. Bachelor's Degree in architecture, engineering, planning, or landscape plus four years of responsible architectural, engineering or constructions management experience; OR
2. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project; OR
3. Eight years of architectural, engineering, or construction management experience in a field directly related to the project; OR
4. California registration as professional engineer or architect.
Professional training in project management is desirable and may be a requirement in some departments. Essential duties require the following physical skills and work environment: Work is performed in the office and in the field, involving attendance at meetings in the community and visits to construction sites, which may be in remote locations. Some assignments may require driving and/or extensive night or weekend work. Project management methodology certifications such as the following are highly desirable and may be required in some departments: Project Management Professional Certification from the Project Management Institute.
