Introduction

APPOINTMENT TYPE:  The General Services Agency-Department of Public Works has an opening for Permanent Exempt appointment in San Francisco. This position is excluded by the Charter from competitive civil service examination process.  The successful candidates shall serve at the discretion of the appointing officer, with an anticipated duration of up to three (3) years.

JOB DESCRIPTION:   San Francisco Public Works is responsible for the design, construction, and renovation of many Capital Improvement Projects, including Curb Ramps, pavement renovation, streetscapes, and the Sewer Renewal and Replacement Projects, throughout the City.  The Engineering Assistant will perform technical/drafting work related to planning, design and construction of these improvement projects by preparing engineering drawings and other graphics using computer-aided drafting software (Auto-CAD, Civil 3D) and other tools to ensure compliance with drafting standards; review drawings for accuracy; conduct field investigations; and gather, prepare and maintain data.

Minimum Qualifications

  1. Two years of verifiable mechanical/electrical/civil engineering drafting experience using computer-aided software products (specifically AutoCAD and/or REVIT) to prepare engineering drawings. This experience must have been obtained within the last 5 years. AND
  2. Possession and maintenance of a current valid California Class C driver’s license.  

Substitution: Possession of a Certificate of Completion in drafting or Computer- Aided Drafting (Auto-CAD and/or REVIT) from an accredited college or technical/vocational school may be substituted for the 6 months of the two years of required experience.

VERIFICATION OF EXPERIENCE AND LICENSE(S): All applicants must submit verification of their qualifying work experience at the time of application.  Verification of qualifying work experience must be signed by the employer or the employer’s authorized representative on the employer's business letterhead and must include the name of the applicant, job title(s), dates of employment, description of job duties performed.  City employees who qualify based solely on City employment or a combination of City employment and outside experience may submit performance evaluations as proof of qualifying City experience in lieu of other verification, but must verify outside qualifying experience as stated above.  Self-employment requires evidence of total earnings (copies of income tax returns or other official documents); occupation and duties performed which demonstrate that the applicant meets the qualification requirements.  Verification may be waived if impossible to obtain.  The applicant MUST submit a signed statement with the application explaining why verification cannot be obtained.  Waiver requests will be considered on a case-by-case basis.  Failure to submit the required verification or request for waiver with the application may result in rejection of the application.  Note: Falsifying one’s education, training, or work experience or attempted deception on the application may result in disqualification for this and future job opportunities with the City and County of San Francisco.

Selection Procedures

Application Screening: (Qualifying) Applications will be screened for relevant qualifying experience. Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process.  Only those applicants who most closely meet the needs of the Department will be invited to participate in the interview process.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

If you are selected as a finalist, the hiring department will contact you to schedule a fingerprinting appointment.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
