The San Francisco Police Department established in 1849, enforces the law and investigates crime in San Francisco, including the San Francisco International Airport. The organization has grown into a nationally known police department providing law enforcement services to one of the most recognized cities in the United States. The department operates 10 district stations, a crime lab and a training academy.
The Police Chief is nominated by the City’s Police Commission and appointed by the Mayor. The Chief reports to a Police Commission consisting of seven members with four members appointed by the Mayor but confirmed by the Board of Supervisors, and the remaining three positions appointed by the Board of Supervisors.
Essential Duties and Responsibilities:
•Provides Policy Recommendations to the Commission; serves as the commission’s senior advisor providing research and analysis through reports to the commission; works with sensitive and confidential materials with highly visible and significant impact on the Police Department;
•Evaluates the effect of proposed or newly enacted legislations on the Police Commission, the Police Department or the Department of Police Accountability;
•Serves as the Police Commission Liaison at working group meetings when the commissioners are not present – including Police Department Reforms meetings; City Hall Criminal Justice Roundtable, Homeless Coalition and other task forces and working groups;
•Serves as liaison between the Police Commission and the Police Department or Department of Police Accountability;
•Police Reforms: Set Plan and Strategy for Police Commission’s Engagement and Efforts; follow-up and work through implementation;
•Police Reforms: Serves as Recommendation Manager to Specific Police Reforms DOJ recommendations;
•Written Directives: Establish and maintain a rolling 5 year schedule to review and revise the Department General Orders; so that every D.G.O is reviewed at least every five years;
•Facilitate Commission Retreats that establish working plan or updated roles and structures of the Commission
•Manage any ad hoc project requests;
•Supervise: Police Commission Executive Secretary; Interns assigned to the Police Commission; Contractors who may provide consulting/professional services to the Police Commission; lead negotiations for service and contract terms and approves payments;
•All other job related duties as assigned.
Permanent Exempt. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. This position has an anticipated duration of no more than three years.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment.
