Department Overview

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Heron's Head Park, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, ship repair, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise-shipping. With some of the most modern and flexible shipping-terminal facilities on the West Coast, as well as naturally deep water, the Port can handle just about any type of cargo, including containers, break-bulk, neo-bulk, automobiles, and project cargoes.

The Port of San Francisco has some of the most internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and AT&T Park, home of the San Francisco Giants baseball team. With some of the most unique and historic properties, the Port is home to a variety of tenants and uses.

The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

Position Description

Under direction of the Finance and Procurement Office’s Capital Manager, the Senior Administrative Analyst will perform complex and detailed professional-level analytical work to support the data analysis, project scheduling, and financial oversights needs of the Project Management Office and Finance Office.

Essential duties may include, but are not limited to:

Development and implementation of policies and procedures: Helps to develop and execute project management procedures and performance metrics; coordinates the implementation of new systems and procedures; conducts analysis to develop recommendations for policy, and assist with project delivery improvement; 

Financial/fiscal analysis and reporting: Prepare and track schedules and resource load needs for capital projects; prepares management reports on capital project statuses; plans and performs financial analyses, including forecasting and trends analysis of budget expenditures and revenues, analysis of capital requirements, modeling and cost/benefit analysis; prepares reports for management with financial/policy recommendations and appropriate supporting documentation;

Budget development and administration: Prepares and monitors the operating budget; prepares budget line item narrative, analyses, recommendations, and justifications for annual and supplemental requests; assists division management in monitoring the budget, budget reporting, and interpretation of budget-related documents; assists project staff in following new procedures and guidelines to develop and monitor capital project budgets; 

Project schedule development and resource needs assessments: Consults with project managers to develop and maintain project schedules and resource load needs for management reporting and effective scheduling of project activities;

Contract development and administration: Assists with the development and administration of contractual agreements; prepares cost estimates and terms for new and existing contracts; supports staff conducting competitive contract vendor selection processes; reviews contract provisions; assists in analyzing costs related to change orders and modifications.

Ideal Candidates 

An ideal candidate for this position will be interested in using project management procedures and data to improve project delivery. This individual will be comfortable communicating financial information with non-finance staff and translating project requirements into schedules and budgets. They will have a balance of quantitative, analytical, communication and interpersonal skills, as well as a passion for supporting the mission of the Port. The following desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

·         Strong quantitative, analytical, and critical thinking skills.

·         Experience conducting spreadsheet analysis.

·         Experience preparing analytical reports and graphically presenting data.

·         Project management and/or administration experience.

·         Interpersonal skills and the ability to work well in cross-functional teams.

·         Experience with the City and County of San Francisco’s accounting system (PeopleSoft or its predecessor, FAMIS), databases, and Tableau or an equivalent complex financial management system another data visualization tool.   

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
