Appointment Type: Permanent Exempt appointment not to exceed three (3) years. – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

The Whistleblower Program, a unit within the Controller’s Audits Division, is commended as a model fraud hotline, and its staffs were nationally recognized for their expertise in fraud hotline operations. In 2018 the Whistleblower Program received the California Society of Municipal Finance Officers innovation award for fraud hotline outreach and anti-fraud education efforts.

The current position vacancy is for an Investigator in the Whistleblower Program.


Under general supervision, the Investigator performs professional-level investigative work in connection with alleged improprieties, waste, fraud and other complaints brought against City and County of San Francisco departments, agencies, employees, vendors and contractors.


Essential duties for this job include, but are not limited to:

  • Identifies allegations and investigates complaints under the jurisdiction of the Controller’s Office using tact and discretion.
  • Identifies, collects, and analyzes qualitative and quantitative data from a variety of sources to extract fact-based information that is significant to the complaint.
  • Interviews complainants, witnesses, experts, and others in order to provide a body of information for analysis and resolution of complaints.
  • Documents information and conclusions in an organized, timely, and useful manner.
  • Evaluates facts, employ sound deductive reasoning to draw and support appropriate conclusions, and make constructive recommendations.
  • Maintains records, files, data, and supporting documentation for each case handled; preserves evidence in a secure manner for evaluation and analysis, adhering to established standards and procedures regarding control and custody of records, including evidence.
  • Conducts research on subject matters related to investigations.
  • Writes detailed reports on each complaint investigated, including factual backup documentation, analysis of findings and proposed recommendations.
  • Provides clear, concise, and accurate summaries and reports containing project results to internal and external stakeholders.
  • Prepares and obtains signed, sworn statements.
  • Provides testimony in administrative, civil, or criminal hearings.
  • Demonstrates increasing mastery of fraud examination principles, internal controls auditing, and fraud detection methodologies.
  • Coordinates webinars to promote fraud hotline and fraud investigation best practices across other jurisdictions.
  • Produces bulletins and other outreach materials to raise awareness of the Whistleblower Program and red flags associated with costly fraud schemes.
  • Assists in the production of quarterly and annual reports to the public that summarize Whistleblower Program operational results.

Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Two (2) years of verifiable professional auditing experience or related analytical experience; functional understanding of local government operations; knowledge of government auditing standards and auditing principles and practices.

A master’s degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.

Evaluation of Applications:
The selection process will include evaluation of applications in relation to minimum and desirable qualifications. Disaster Service Workers
