1054 ONE System Principal Business Analyst

APPOINTMENT TYPE: Permanent-Exempt, full-time position limited to up to three years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.  If applicable, an exempt employee must participate and be successful in a Civil Service examination process for this classification and be selected through an open competitive recruitment process to be considered for a permanent appointment.

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services include outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,400 units which provide permanent housing and services to formerly homeless individuals and families.  

What You’ll Be Doing
The Department of Homelessness and Supportive Housing has an exciting opportunity for an excellent communicator, experienced business analyst, energetic individual who is passionate about solving homelessness for our community, and a highly motivated and team-oriented person to serve as the primary business analyst on our ONE System Project Management team (PMO).  

The ONE System is an enterprise SaaS (Software as a Service) based system that supports HSH and our Community Based Organizations (CBO) to provide a single unified system for:
• Coordinated Entry in to the City homelessness response system
• Ongoing case management following entry/initial placement and
• Tracking and monitoring of temporary/emergency and permanent supportive housing units throughout the City.  

Under the direction of the ONE System Project Leader, this position will serve as the primary business analyst for the department’s ONE System project.  The ideal candidate will work with our PMO team and vendor to ensure successful collection of business requirements, system design, development, implementation and documentation.   This position will serve as a lead intermediary to our Data and Performance Team for data quality, reports, analytic and dashboards.  In addition, the candidate will also be responsible for supporting the project leader in providing interdepartmental coordination, leading organizational change management and providing ongoing communications with end users. 

The essential functions of this position may include but are not limited to:
• Identifying opportunities for improving business processes through the uses of computer technology and associated report and application staging strategies.
• Assist in preparing and presenting proposals to develop new system initiatives.
• Taking user requirements from non-technical users and translating them into technical logic and technical documentation; translating business needs into IS directions.
• Coordinating system related activities with vendors and/or other departments for data integration.
• Oversees and tracks scope and change management of vendors
• Maintains all business processes, use cases and requirements• Assuring proper planning, engineering, documentation, and implementation of new system functionalities;
• Coordinates all System and User Acceptance Testing•
 Assist in the planning, analyzing and designing of new systems enhancements; analyzing procedures; developing conversion plans; providing user training.
• Determining security levels for systems to ensure data integrity; test database applications to assure functionality and effectiveness in performing to desired specifications.
• Managing organizational change; setting and meeting user expectations.
• Supervising, assigning, reviewing and participating in the work of subordinate Business Analyst. 
• Developing training exercises for subordinates and maintaining technical education; may coordinate and/or present training classes.
• Performing related duties and responsibilities as assigned.

Minimum Qualifications

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desired Qualifications:
Master’s degree in computer science, business administration, IT or related field; Project Management training and certifications (PMP); Other PMO certifications desirable.

Selection Plan

Disaster Service Workers
