This is for a Permanent Exempt (PEX), Full-Time position not to exceed three (3) years.  This position is excluded by the Charter from the competitive civil service examination process, is considered "at will", and shall serve at the discretion of the appointing officer, the Clerk of the Board of Supervisors.

About the Board of Supervisors

The Board of Supervisors is the legislative branch of the City and County of San Francisco that responds to the needs of the people, establishes city policies, and adopts ordinances and resolutions.

Position Description

Under the direction of the Clerk of the Board and supervision of a 0923 Records and Project Manager, the 1053 IS Business Analyst-Senior is an integral part of the Information Technology (IT) Group within the Administrative division of the Department of the Board of Supervisors.  This position works under general direction and at time independently, analyzing large data sets and systems to implement the initiatives of the department's IT plan.  This includes, but is not limited to, assessing and implementing the support, enhancement, and resource needs of the Assessment Appeals Board System, Legislative Management System (Granicus), and Constituent Management System (Salesforce).  At times, this position may act as an IT lead for these initiatives and oversee IT Division Staff.

This position will oversee most, if not all, of the various components of the systems development cycle, including needs analysis, structured systems analysis, design, feasibility analysis, technology and software assessment, security and risk management, telecommunication needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration; may be the sole MIS resource for an organization with a moderately complex system. Additional responsibilities include, but are not limited to, providing occasional departmental IT Help Desk support and assisting with technical preparation and equipment set up/take down for Board and Committee meetings.

Additionally, the incumbent will be expected to provide the supervisor and the Clerk of the Board with clear and concise management reports reflecting clear inventories and analyses of the department’s data. These inventories and analyses should utilize all relevant data mining, auditing, aggregation, validation, and reconciliation skills; when needed, incorporating advanced modeling techniques to test and explain data findings and recommendations.

Essential duties of this position include:

  • Analyze data processing needs, assess and optimize system designs through review and analysis of user needs; customize systems through design and administration to meet the changing business needs of the users;
  • Utilize data mining skills, data auditing, aggregation, validation, and reconciliation, and advanced modeling techniques to test and explain results in clear and concise reports to senior management.
  • Develop and determine use cases and requirements for technical projects with a lot of uncertainties; can develop or modify and document general system architecture; write detailed design specifications; coordinate "walk-throughs" for proposed solutions to system problems;
  • Write detailed technical requirements intended to procure information technology products and services; have knowledge of, research and evaluate vendor software to assist in developing the evaluation criteria for software and hardware.
  • Conduct feasibility studies; evaluate vendor products; make recommendations based on user requirements and systems analysis to ensure adequate planning. Assist end users in preparing service requests to implement additional system and service changes.
  • Determine the cost of implementing such service costs and prioritize requests.
  • Monitor the maintenance and enhancement of complex computer and telecommunications systems to ensure proper functionality; provide support, analysis, coordination and assistance for networks, cybersecurity, including disaster recovery.
  • Troubleshoot software problems through telephone and site visit support; provide technical assistance in planning, engineering and architecture of unique systems for diverse applications; implement solutions to problems.
  • Create test scenarios, test cases, UAT scripts and other documentation to assist with program testing.
  • Create "how-to" guides and other user training materials; conduct user training; Install and maintain software; facilitate communication between City Departments and vendors regarding system maintenance issues; perform non-routine adds, moves and changes, as needed;
  • Understand the public has a “Right-to-Know” and helping to respond to requests for records, information and/or assistance both internally and externally accordingly;
  • Perform related duties and responsibilities, as assigned.


Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications

The following desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

  • Bachelor's degree or higher in computer science or related field.
  • Proficiency with .NET web development technologies, such as C#, ASP.NET, VB.NET, Web Services, .NET Framework (1.1, 2.0, 3.0, and 3.5), and Visual Studio (versions 2003, 2005, 2008).
  • Proficiency with HTML and CSS, web development, architecture, and design. 
  • Experience with configuration and maintenance of web servers.
  • Experience with system monitoring tools.
  • Experience with virtualization.
  • Experience with statistical analysis and reporting.
  • Intermediate to expert level of understanding and experience working with Windows Operating Systems, installing and configuring hardware/software and troubleshooting various issues.

Note: The position may require sufficient strength and coordination for lifting, pushing, pulling, and/or carrying the weight of computer equipment weighing up to fifty (50) pounds. May require bending, stooping and/or crawling in order to install or repair computer or printer cables and hand/eye coordination and manual dexterity for semi-skilled movements, such as taking apart casings, installing parts, reconnecting computers and data entry. May involve extensive VDT exposure.

Selection Procedures
