ABOUT DEPARTMENT: The Department of Technology is the centralized technology services provider within San Francisco City & County government, delivering technology infrastructure and services to approximately 28,000 employees and 800,000 citizens.  The department has an annual operating budget of over $120M and contains over 220 employees.  Core service areas include: Infrastructure and Operations, Service Delivery, Security, Client Services, Project Management Office, Public Safety Systems & Wiring, Technology Administration, Policy & Governance, and SFGovTV.

ABOUT THE POSITION: The Senior Accela Principal Technical Engineer will provide technical support for business analysis including requirements tracking, configuration of software applications, software system integrations, data management, data migration, training, system support and project management. The Accela Principal Technical Engineer shall develop, in conjunction with functional users, system alternative solutions, and shall create formal specifications, requirements tracking approach and data flow diagrams.  This work requires a high degree of Accela specific knowledge and the ideal candidate will possess strong project management skills and a strong technology background.

POSITION RESPONSIBILITES: The Accela Principal Technical Engineer shall participate and lead all aspects of the City’s Accela system implementation and management.  The Accela Principal Technical Engineer will direct the requirements analysis in support of the migration and integration of current legacy systems with Accela.  The Accela Principal Technical Engineer shall design and engineer Accela business processes for the purpose of achieving long term, full-scale deployment to multiple City departments.  The Accela Principal Technical Engineer shall develop options for process improvement and develop tools to support analyses. The Accela Principal Technical Engineer shall maintain and upgrade system capabilities. The Accela Principal Technical Engineer will be responsible for leading software development process and models in an agile work process that results in configuration and development work plans for multiple teams including vendors. The types of deliverables resulting from this work include: Data Flow Diagrams, process flow diagrams, use case and class diagrams, requirement tracking, data migration plans, configuration recommendations, project schedules and budgets, and system architecture diagrams.

  • Manage project goals and objectives defined by the project sponsors
  • Gather requirements for the Accela project, develop a project roadmap, build a plan to resolve implementation issues, research alternatives, and ensure all project decisions are well-documented and tracked
  • Write system use cases and requirements to be used in implementation and testing Coordinate with stakeholders and peer organizations to gain consensus on system certification
  • Compose and manage scope, resources, cost, schedules and resource plans, status reports, risk, issues, action items, project charters, stakeholder plans, communications plans, project changes, project documents, and lessons learned
  •  Manage daily activities as well as overall project tasks and ensure projects are delivered on time, within budget, and at the required level of quality.

JOB TYPE: This Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. This position has an anticipated duration of no more than three (3) years and will not result in an eligible list or permanent civil service hiring.

WORK LOCATION: Incumbent will conduct the majority of work at the Department of Technology, 1 South Van Ness Avenue, San Francisco CA 94103.  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

NATURE OF WORK: Candidate must be willing to work a 40-hour week as determined by the department.  Attend project meetings at various locations in the City (traveling by walking or transit). Travel outside the City to Accela conferences and training.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
1. Five (5) years of experience in one of the following:

  • developing and providing business and technical analysis, quality assurance and testing OR
  • requirements management/tracking OR
  • technical support for 3rd party software systems AND

2. Three (3) years of the above experience must include experience as a Sr. IT Project/Technical Lead on enterprise-wide projects within a large organization.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

- Four (4) years of the Accela software system experience (thorough and technical level understanding)
