ONE System Project Leader

 

APPOINTMENT TYPE: Permanent Exempt, full-time position not to exceed three (3) years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Appointing Officer.

 

Who We Are  

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services include problem solving, outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the SF Homeless Outreach Team; a 1,500-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; Problem Solving solutions to help people resolve their homelessness, and robust supportive housing programs of nearly 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

 

What You’ll Be Doing

The Department of Homelessness and Supportive Housing has an exciting opportunity for an excellent communicator, experienced project manager, energetic individual who is passionate about solving homelessness for our community. This highly motivated and team-oriented person will lead the Department’s Online Navigation and Entry (ONE) System Project Management team and bring expertise implementing successful IT systems within government for internal and external partners.

The ONE System is an enterprise SaaS (Software as a Service)-based system that supports HSH and its 60+ community-based organizations to provide a single unified system for the City’s Homelessness Response System. The system is intended to:

 

·              Enforce a common set of Coordinated Entry processes covering: Intake, Appointments, Assessment, Prioritization, Matching, Referral, Placement, and Tracking;

·              Provide ongoing tracking and case management following initial placement into HSH’s programs including Problem Solving, Outreach, Shelter, Housing, and Care Coordination;

·              Enable federally required Homeless Management Information System (HMIS) reporting and data analytics for performance measures reporting;

·              Track and monitor of HSH’s portfolio of permanent supportive housing units

 

The ONE System Project is comprised of an Executive Steering Committee (ESC); a Functional Steering Committee (FSC) representing directors from each program division, a Community Partner Advisory Committee; and a ONE System Project Management Office (PMO).  

The ideal candidate will be an excellent communicator with the ability present before the ESC, CBO partners and other stakeholders. The position will effectively support the project governance structure and project overall managing cost, schedule and risks. At the Functional Steering Committee level, the successful candidate will ensure alignment between the technical and program teams and HSH’s vendor.  In addition, the position will serve as a leader to plan and execute organizational change management for ONE System implementation as well as the project’s overall communication plan.

 

At the project management level, the position will be overseeing a team of highly skilled City staff and consultants consisting of: a solutions architect, vendor contract manager, change management leader, technical subject matter expert, principal business analyst and a ONE System operational administrator.

 

The project leader is expected to lead the team to support the build out of the system as well as managing the day-to-day operational aspect of the project.  Several major enhancement proposals for the ONE System are in the pipeline.  The project leader will work with the Executive Steering Committee in consultation with the Department’s IT Director and ONE System business leader to prioritize system enhancements and develop implementation timelines, goals, and milestones and balance the implementation plan with emerging business requirements.  The candidate will work with HSH’s PMO team and vendor to oversee system design, development, implementation and documentation. The successful candidate will be a good listener with the ability to bridge differences between internal stakeholders and with external users without compromising system functionalities. 

 

Responsibilities:

            Serve as the day-to-day leader of the ONE System Project Team

            Work with Functional Steering Committee and Community Partner Advisory Committee to understand evolving business requirements and priorities, and balance them against the implementation plan/priorities;

            Provide pointed advice to the Project Owner (HSH’s Deputy Director for Administration and Finance) and Executive Steering Committee;

            Oversee creation and execution of the implementation plan and communications plan;

            Manage the implementation plan, project resources, vendor contracts, and budget;

            Be grounded in the context of the HSH vision, strategy, provider operating reality, and HMIS requirements;

            Lead large, complex IT implementations with demonstrated results

            Analyze facts, create a plan, adjust plan based on new information, and otherwise make good decisions based on data and guidance;

            Engage with and lead ONE System vendor across all of its different roles (design, implementation, user support, technical support, training, advisory services, etc.);

            Establish and enforce project management methodologies, approach, templates, and tools;

            Organize, schedule, and facilitate standing project team meetings and project status reporting;

            Maintain, update, and track the project schedule and implementation plan; Identify, prioritize, track, escalate, and facilitate the resolution of project issues and risks, and;

            Manage PMO resource allocation and monitor team performance and quality.

Education
Possession of a baccalaureate degree from an accredited college or university

Experience:

Six (6) years of professional experience in leading complex IT implementations. This experience must include three (3) years of supervising professional staff.

 

Substitution:

Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
