The Department of Technology is the centralized technology services provider within San Francisco City & County government, delivering technology infrastructure and services to approximately 33,000 employees and 800,000 residents.  The department has an annual operating budget of over $130M and contains over 260 employees.  Core service areas include: Infrastructure and Operations, Technology Security, Service Delivery & Management, Enterprise Applications, Project Management Office, Public Safety Systems & Writing, Technology Administration, Policy & Governance and IT Public Communications.


The City & County of San Francisco, Department of Technology (DT), is recruiting for a Radio Operations and Services Division Manager.  At a time when mission critical public safety systems rely on technology to deliver vital radio-based communications, the DT is seeking a leader who establishes secure, reliable, efficient and cost-effective public safety radio infrastructure.  The Radio Operations Team is comprised of radio engineers and technicians who deliver 24x7x365, VHF, UHF, and 800 MHz system operations.  The Radio Operations and Services Division Manager manages system service level agreements with key stakeholders in Law Enforcement, Fire, Public Works, Transit, Public Utility and Emergency Management Departments in the City and County of San Francisco.

Essential Job Functions and Duties:

  • Designing, implementing, operating and maintaining the City's P-25 digital trunked land mobile radio system (LMR) and subscriber units, conventional analog land mobile radio systems, microwave network, dispatch center, radio site telemetry, and MPLS backhaul.
  • Delivering radio engineering expertise for the continued design, expansion and operational effective ness of the City's enterprise radio network.
  • Administering and managing the City radio network and the contracts with vendors, contractors and carriers who provide support services, repair and maintenance for the network.
  • Maintaining 99.999% reliability of the radio network for the firefighters, law enforcement officers, paramedics and EMTs, transit operators, public works crews across the City and County's 49 square mile jurisdiction.  Implement proactive preventative maintenance.
  • In Coordination with Federal, State, and Local agencies, develop technical and operational solutions to meet interoperable com requirements of public safety agencies.  Represent the City and County of San Francisco at region interoperability meetings.
  • Manage Division budget, expenditures and chargeback projects.  Leverage existing resources to expand service use and build shared service delivery to decrease costs for the City.
  • Leading, supervising, and coaching staff to develop and engaged workforce.
  • Manage process for communicating outage/emergency activities to the organization.  Manage vendor relationships as it depends on daily operational needs including PO review and approval/budgeting responsibility.
  • Develop customer surveys and review feedback to improve customer satisfaction and the services, tools, and support experience.
  • Other duties as assigned by the Department of Technology Executive Director and Public Safety Deputy Director.

Job Type:

The Permanent Exempt - Full Time position is exclude by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer.  The anticipated duration of this project position is twenty-four (24) months and will not result in an eligible list or permanent civil service hiring.

Nature of Work:

Incumbent must be willing to work after hours, 7 days a week including holidays as determined by the department.

Work Location:

Incumbent will conduct the majority of work at the Department of Technology, 200 Paul Ave, San Francisco, CA.  However, there may be situations where the incumbent will be required to work at other sites throughout and outside the City and County of San Francisco as necessary.


Minimum Qualifications

1. Possession of a Bachelor's degree from an accredited college or university preferably in Electronic Engineering, Electrical Engineering, Computer Science, Information Technology or other related fields;

2. Five (5) to Eight (8) years of current and verifiable experience in a medium to large scale wireless communication projects, which three (3) years must include experience directly supervising professionals.

3. Possession of a valid California Driver's license.

Substitution: Additional qualifying full time work experience as described above may be substituted for the required education on a year-to-year basis. 

Desirable Qualification:

  • Experience with Motorola ASTRO or P25
  • Knowledge of ERRCS System design (BDA/DAS), and NFPA regulations
  • FC General Radiotelephone Operator License, FCIA, NABER or equivalent industry certification
  • Good communication skills, organizational skills, and a proven track record of collaboration on projects

Special Requirement:

Criminal Justice Information Services (CJIS) Security Clearance may be required.  (See Security Clearances and Background Investigations below).
