Introduction

This is a Position Based Test (PBT) administered in accordance with Civil Service Rule 111A.

The 9775 Senior Community Development Specialist II for the San Francisco Planning Department (CPC) is responsible for working on complex and difficult issues of residential and non-residential neighborhood stabilization and anti-displacement, housing and small business strategy within our Citywide Planning Division.

The Department
The San Francisco Planning Department (CPC) plays a central role in guiding the growth and development in our City. The Department works with other City agencies and the community to help achieve great planning for a great city.

Our mission, under the direction of the Planning Commission, shapes the future of San Francisco and region by: generating an extraordinary vision for the General Plan and in neighborhood plans; fostering exemplary design through planning controls; improving our surroundings through environmental analysis; preserving our unique heritage; encouraging a broad range of housing and a diverse job base; and enforcing the Planning Code.

The Department serves a broad range of constituents, including the citizens of San Francisco, community organizations, elected and appointed policymakers, builders, architects, property owners, tenants, and advocacy groups. All rely on the City's General Plan and the Planning Code to achieve the City's development goals.

The Division
The Citywide Division is responsible for the long-range planning of San Francisco. The Division develops policy, maintains and oversees compliance with the City’s General Plan, prepares and implements community plans, acts as the urban design resource for the city, and gathers and analyzes data in support of land-use policy. The Citywide Division develops plans and proposes policy on a wide range of topics, including housing, transportation, urban design, land use, and sustainability policy and development of long-range plans at a city-wide or neighborhood scale.

Position Description
Under general direction, the Senior Community Development Specialist II will be responsible for working with San Francisco communities on a variety of complex and difficult issues, including racial and social equity, anti-displacement and community stabilization, housing affordability, small business, family retention, and transportation strategies and challenges. Particular attention is required in a few transitioning neighborhoods that are experiencing rapid social, economic and development change. This position would serve as a point person from the Planning Department to 1-2 of these communities in understanding the local economic and development pressures while developing and implementing programs and policies that address issues of inclusivity, equity, and the stabilization of neighborhoods for quality life-long living.

The Senior Community Development Specialist may also work in other neighborhoods throughout the city, to build capacity among stakeholders to take the lead in shaping their neighborhoods’ best futures, and on citywide projects as a resource on equity and community development. The Senior Community Development Specialist will engage neighborhood stakeholders through a variety of methods, including one-on-one interactions, outreach to neighborhood organizations, public forums, and may staff Community Advisory Committees.

The Senior Community Development Specialist II carries out assignments with considerable independence; leads complex projects, policy and processes; and manages project teams, partnerships, and community relationships on those projects. They may also supervise subordinate personnel.

The essential duties include, but are not limited to:

  1. Working in partnership with San Francisco communities and other city agencies on a variety of difficult and complex community issues, including but not limited to housing affordability, small business retention strategies, family retention, transportation challenges, social equity and anti-displacement strategies. Serving as the point person from the Planning Department to communities when helping to address these issues.
  2. Developing and managing complex implementation programs, policies, and improvement strategies that address issues of inclusivity, equity, and the stabilization of neighborhoods for quality life-long living.
  3. Supporting and leading community outreach and engagement processes while also building capacity among stakeholders to take the lead in shaping their neighborhoods’ best futures.
  4. Conducting research studies and formulating complex policy or program recommendations for Department, Planning Commissions, stakeholders, and other city Commissions/Boards actions, by selecting, collecting, recording, tabulating, organizing and analyzing technical, physical, economic, social and statistical data.
  5. Providing information orally and in writing to city agencies, property owners, developers, community organizations, the Planning Commission and the general public regarding Planning Department activities, goals and programs.
  6. Providing support for neighborhood stakeholders, including the development and presentation of reports and other documentation, one-on-one interactions, outreach to neighborhood organizations, public forums, and may staff community advisory committees.

Minimum Qualifications

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 

  2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR 

  3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 

  4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Substitution

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

 

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • 2+ years of complex program management experience working on equity-based policy development and implementation.
  • Strong working knowledge and experience in housing, community and economic development, particularly of San Francisco communities.
  • Strong public speaking skills and ability to effectively and sensitively communicate, both orally and in writing and to work with a broad variety of people and agencies including developers, contractors, property owners, and community organizations.
  • Strong meeting facilitation skills, community outreach, engagement and communication experience, people-skills and experience working with multicultural communities.
  • Strategic and creative problem solver, action-oriented, experience working among stakeholder groups and City agencies with diverse interests and sometimes conflicting agendas.
  • Ability to effectively handle multiple projects and demands within deadlines.
  • Excellent project management and organizational skills, including leading complex projects, managing teams and/or staff, and developing partnerships.
  • Excellent written communication.
  • Cantonese, Mandarin, Vietnamese, Tagalog, and/or Spanish-speaking and writing skills desired.

Selection Procedures

Training & Experience Evaluation (Qualifying):
Applicants are required to complete a Qualifying Questionnaire as part of the online application process. The purpose of the Qualifying Questionnaire is to obtain specific information regarding an applicant’s education, experience and training in relation to the Minimum Qualifications for this position. It is essential that an applicant provide complete information in identifying their education, experience and training. The Qualifying Questionnaire will be used to evaluate if an applicant meets the minimum qualifications.

Supplemental Questionnaire (Essay Questions) - Weight 100%
Applicants are required to complete a Supplemental Questionnaire (essay questions) as part of the online application process. Candidates meeting the Minimum Qualifications will have their Supplemental Questionnaire scored.

The essay questions are designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but are not limited to: written communication ability, project/time management ability, problem solving ability, interpersonal skills, and ability to work with diverse neighborhood organizations and stakeholders.

Candidates will be ranked on the eligible list based on their supplemental questionnaire score. A passing score must be achieved on the Supplemental Questionnaire in order to be placed on the eligibility list according to final score.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) scores. Hiring departments may conduct additional selection processes to make final hiring decisions.

Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification.
