Introduction

 

 This is a Position Based Test conducted in accordance with Civil Service Rule 111A.

THE POSITION
The 7287 Supervising Electronic Maintenance Technician at the Electronic Maintenance Division at the Power Enterprise of the San Francisco Public Utilities Commission is responsible for the supervision of electronic maintenance technicians engaged in a wide variety of highly skilled technical functions. The Supervising Electronic Maintenance Technicians will be directing and coordinating the activities of journey-level Electronic Maintenance Technicians, and overseeing meter installation and troubleshooting, airport substation maintenance, and solar installation and maintenance.

Essential functions of this position include:
· Oversee the installation and maintenance of solar projects
· Direct, monitor, analyze and prepare written reports on various tasks such as maintenance progress, recommendations relating to improvement of equipment reliability, personnel effectiveness, operating policies and procedures
· Represent department at various meetings; establish and maintain contact with representatives of other division/departments, contracts, and the general public to keep them advised and informed of the department's activities · Train, develop and evaluate staff
· Oversee meter installation and troubleshooting, airport substation maintenance
· Advise, instruct, and assist staff in solving complex non-routine electronic problems/emergency situations
· Respond to emergencies and assists in resolving problems
· Use automated and manual systems to create crew work schedules
· Write specifications and create requisitions for materials, supplies and equipment
· Ensure that all safety regulations and guidelines are met and observed
· Drive to work locations

POWER ENTERPRISE
The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MW of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 70 MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profile. Both of these power programs’ supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs.  In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco streets and pedestrian lighting.  

SAN FRANCISCO PUBLIC UTILITIES COMMISSION
The San Francisco Public Utilities Commission is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and greenhouse gas-free hydroelectric & solar power to San Francisco's municipal departments and select local residential and business communities through the CleanPowerSF and Hetch Hetchy Power programs.   The SFPUC is comprised of three essential 24/7 service utilities: Water, Wastewater and Power. The mission of the SFPUC is to provide customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and that sustains the resources entrusted to our care. These functions are supported by the Business Services, Infrastructure and External Affairs bureaus. It has about 2,300 employees working in seven counties with a combined annual operating budget of over $1 billion.

Minimum Qualifications

1. Completion of a two (2) year course or equivalent program in electronics from a recognized academic, trade, or a technical institution; OR completion of a military training program in electronics; AND

2. Five (5) years of full-time verifiable journey-level industrial or institutional electronics experience performing installation, instrumentation calibration, maintenance, troubleshooting, repair and modification of electronic control systems and related electrical components and electronic sub-systems to the electronic component level; three (3) years of which must have been at the supervisory level; AND

3. Possession of a valid California driver’s license.

Selection Procedures

Basic Supervisory Exam (Weight: 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.  

The examination is administered via computer or in paper format.  Qualified candidates will be notified of the particular format to be used in their test appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.  

A passing score must be achieved on the Basic Supervisory Exam in order to continue in the selection process.

Supplemental Questionnaire Evaluation (Weight 50%)
Applicants will be prompted to complete a Supplemental Questionnaire that must be submitted during the on-line application process. The Supplemental Questionnaire has been designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: knowledge of administrative and management principles and practices; knowledge of development and implementation of policies and procedures related to the retail electric industry and customer development and services; knowledge of industrial and institutional electrical systems; knowledge of construction management concepts and techniques including work planning and scheduling; written communication skills.

passing score on both the Basic Supervisory Written Examination and the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List.

Certification Rule: The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

Drug Testing Requirement: Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by Machinists, Local 1414, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.
