Department Background
The mission of the City and County of San Francisco Department of the Environment (SF Environment) is to improve, enhance, and preserve the environment, and to promote San Francisco’s long-term environmental sustainability. SF Environment includes: Zero Waste, Toxics Reduction, Environmental Justice, Clean Air Transportation, Climate Change, Energy, Green Building, Urban Forest and Public Information Programs.

Position Description
The Senior Environmental Specialist is an innovative leader responsible for developing and managing Department of the Environment-sponsored environmental education programs for K-12 students throughout San Francisco. This position serves as a senior staff level position in the City and County of San Francisco Department of the Environment (SF Environment). Class 5642 Senior Environmental Specialists work under the supervision of Class 5644 Environmental Program Managers, and have day-to-day decision-making responsibilities for projects, as well as the ability to negotiate within project scopes.
 
Supervision Exercised
Supervises daily activity of staff, including one Environmental Specialist (direct report) and training classifications 9922 and 9920 (indirect reports).

Examples of Important and Essential Duties
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list:

•  Develop, manage, and maintain a high-impact Environmental Education program and curriculum, centered primarily on Zero Waste and Water, with the goal of motivating and inspiring K-12 students to make positive behavior changes on behalf of the environment
•  Serve as project manager for the Environmental Education Program
•  Establish and maintain program partnerships and collaborate with diverse community stakeholders to deliver quality programming
•  Develop and maintain effective educational and promotional materials 
•  Identify and respond to strategic opportunities for new programming and curricula
•  Deliver dynamic class presentations and assemblies to grades K-12 on Zero Waste and Water
•  Manage special events that guide, support and celebrate the school community, including annual teacher workshops and School Award Ceremony
•  Perform regular evaluation and critical analysis of all program efforts to measure effectiveness
•  Train and supervise staff
•  Represent the Environmental Education team and the Department at a variety of community events
•  Initiate meetings with Program Manager to communicate information about issues/problems that may affect Program/Department policies or operations
•  Oversee budget, grants, and contracts
•  Keep staff informed of activities by maintaining up-to-date daily appointments in shared calendar
•  Follow City and Department procedures
•  Perform other projects and duties as assigned

Minimum Qualifications

Training
Possession of a baccalaureate degree in public administration, business administration, environmental sciences, or a related field (within the specialty area of environmental education) from an accredited college or university; AND

Experience
Four (4) years of experience performing duties similar to those described in this class, within the specialty area of environmental education.  A minimum of two (2) of those years must include experience in public education/outreach programs, and a minimum of one year (12 months) must include supervisorial experience.

Selection Procedures

Supplemental Questionnaire Evaluation (Weighted 47%):
Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process. All applicants must complete the Supplemental Questionnaire and it must be submitted with the application before the final filing deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Applicant responses to the Supplemental Questionnaire will be used to assist in determining if you meet the minimum qualifications for the position.

The Supplemental Questionnaire Evaluation is also designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be invited to the oral examination.

Oral/Performance Examination (Weighted 53%):
Candidates who successfully pass the supplemental questionnaire evaluation will be invited to participate in an oral examination to assess their knowledge, skills and abilities in job-related areas as described in this announcement. Job-related written and performance exercises may be included. Candidates must achieve a passing score on the oral/performance examination in order to be ranked on the eligible list.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

      Disaster Service Workers

      All City & County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
