5642 – Senior Environmental Specialist
**This is a position-based test conducted in accordance with CSC Rule 111A.**
The mission of the City and County of San Francisco Department of the Environment (SF Environment) is to improve, enhance, and preserve the environment, and to promote San Francisco’s long-term environmental sustainability. SF Environment includes: Zero Waste, Toxics Reduction, Environmental Justice, Clean Air Transportation, Climate Change, Energy, Green Building, Urban Forest and Public Information Programs.
Supervises staff and contractors, including Class 5638 and intern positions.
• Coordinates all city government efforts to move towards zero waste.
• Supervises the City Government Zero Waste Assistant Coordinator including, but not limited to, developing action plans, meeting regularly to evaluate progress and ensure projects stay on task.
• Develops, implements, and evaluates local government waste prevention, recycling and composting programs covering all materials and products.
• Oversees city’s recycled-content and end-of-life purchasing requirements including researching the green product marketplace, designing innovative contract structures, writing purchasing specifications, evaluating bid proposals, and educating purchasing staff.
• Implements and gains compliance with related policies including the Mandatory Recycling and Composting Ordinance, Resource Conservation Ordinance, Bottle and Package Free Water Ordinance, Precautionary Purchasing Ordinance and Food Service Waste Reduction Ordinance.
• Advises elected officials and staff on zero waste policy development and implementation; advocates for various proposed policies that affect our objectives and ability to achieve them.
• Conducts site visits, performs or reviews refuse audits, calculates recovery/disposal rates and refuse costs, makes recommendations, negotiates with service providers, installs bins and signage, overcomes obstacles to participation and evaluates program effectiveness.
• Negotiates and administers the city’s Refuse Collection Service agreement.
• Works collaboratively with city department managers, zero waste coordinators, property managers, custodial supervisors, service providers and others.
• Leads city government zero waste marketing and outreach strategy including designing campaigns, developing and managing websites, and training city staff on principles and programs.
• Prepares and manages section budget and professional services.
• Skilled in project management.
• Experience gaining compliance with legislation.
• Experience navigating and working in (or with) large organizations.
• Fluency in Cantonese, Spanish or other languages commonly spoken in San Francisco besides English.
• Zero waste principles & their application.
• Local, state, and federal solid waste legislation.
• Material recovery equipment & technologies.
• Recycling & composting markets.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). The certification rule for the eligible list resulting from this examination will be Rule of Five (5) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.
